Duties

In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. This announcement provides the opportunity for an Entry Level Auditor position within the following Office of Audit locations: Inspection Service Directorate in Arlington, Virginia Sales, Marketing & International Directorate in Bethesda, Maryland The Inspection Service Directorate provides oversight of the Inspection Service, which is the law enforcement arm of the United States Postal Service. This directorate performs audits on Inspection Service's core functions, which are to support and protect the U.S. Postal Service, its employees, infrastructure, and customers by enforcing laws that defend the nation's mail system from illegal or dangerous use. The Sales, Marketing & International Directorate provides value to the U.S Postal Service and its stakeholders by auditing and reviewing data collection systems, operations, and services related to sales and customer relations, marketing, product innovation, global business, mail entry and payment technology, and corporate communications issues. Grade and salary determinations will be made based upon a candidate's education and professional experience. These positions are being advertised at the Journey Band level, equivalent to a GS-07/09. The salary range for these positions is $55,924.00 - $88,926.00. The salary figures INCLUDE locality pay. Review OPM's website for Locality Table specifics: 2024 General Schedule (GS). Career Advancement Opportunities: Non-competitive promotion up to a GS-13 equivalent level is possible through our career ladder program. The GS-07 equivalent is the trainee level in the area of auditing. The employee serves as a junior member of an audit team assisting with systematic performance, financial, or attestation reviews and audits of Postal Service programs and operations. Work assignments are selected to provide training in the analytical evaluative aspects of the work and in the appropriate use of qualitative and quantitative analysis methods and techniques. The training is directed toward the recognition of incipient needs or problems and the identification, analysis and solution of problems. Assignments are selected to combine performance of productive work with supervised on-the-job training in both the judgmental and methodological aspects of the work. The GS-09 equivalent serves as a member of an audit team conducting systematic performance, financial, or attestation reviews and audits of Postal Service programs and operations, including assessments of efficiency, adequacy of internal controls; compliance with laws, regulations, policies, and/or contracts; and detection of fraud, waste, and abuse. The employee performs assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the area of auditing. The GS-09 equivalent level is distinguished from the GS-07 equivalent level by the ability to work independently to complete assignments of average difficulty. The employee participates in more complex studies and projects designed to develop broader expertise. Trainee will be expected to: Work independently and as a member of team to accomplish work goals. Accurately maintain records of information, using tools such as the agency Audit Document Management System. Perform and/or support audits or audit-related reviews, and research and respond to audit environment issues. Effectively communicate and manage changing priorities to adhere to deadlines. Requirements

  • Must be a U.S. citizen.
  • Must be able to pass a drug screening and medical assessment questionnaire.
  • Must be able to pass a background investigation.
  • Must be able to obtain and maintain a Tier-5 Top-Secret clearance (Inspection Service) or Moderate Background Investigation (MBI) clearance (Sales, Marketing, and International).
  • Must be able to obtain and maintain a government-issued credit card.
  • May be required to successfully complete a 12-month probationary period.

Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Current Student Cooperative or Career employee of the USPS Office of Inspector General. Degree completion in auditing or in a related field (please see below list for related field degree list) such as business administration, finance, public administration, or accounting no later than June 30, 2024. NOTE: You must submit transcripts from an accredited college or university. Additional 0511 Related and Accepted Degrees: Business Related, including but not limited to: Auditing, Accounting, Business Administration, Economics, Finance, International Business, Management, Marketing, Organizational Behavior/Psychology, etc. Government Related, including but not limited to: Criminal Justice, Political Science, Public Administration, Public Policy, Law, Public Relations/Communications, etc. Technically Related, including but not limited to: Engineering, Cybersecurity, Human Resources, Information Technology, Journalism/Investigative Reporting, Logistics, Supply Chain Management, etc. To be considered for the GS-09 equivalent, you must have a: Master's degree from an accredited college or university (must submit transcripts from an accredited college or university). OR One (1) or more years of experience conducting financial, program and/or performance audits. (Your resume must reflect where, when, and how you gained this experience.) DESIREABLE QUALIFICATIONS Advanced degree Knowledge of OIG and Postal Service Data Systems Familiar with Yellow Book standards and creating audit work papers. Experience working with the agency's audit document management systems. EVALUATION FACTORS A resume review and structured interview will be conducted for the top-rated applicants to validate your experience meets the critical general competencies at the minimum proficiency level. Please ensure your resume contains examples of your knowledge, skill, or ability in the following areas: Basic knowledge of auditing concepts, principles, and methods sufficient to work with guidance from team members and supervisor using conventional procedures and practices. Basic knowledge of agency programs and their governing statutes, regulations, and practices sufficient to assist with audit assignments. Ability to use computers and MS Office products sufficient to collect, interpret, and analyze data from multiple sources and communicate findings. Ability to work effectively (independently or within teams) across functional areas in a professional and collaborative environment. Ability to communicate orally and in writing, in a clear and concise manner, incorporating information obtained through research. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-07/09. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
