This position is in the Consumer Product Safety Commission (CPSC), Office of Inspector General (OIG).  The OIG mission is to provide independent and objective reporting to the CPSC and Congress for the purpose of bringing about positive change in the integrity, efficiency, and effectiveness of CPSC operations. 

Duties

The CPSC OIG is responsible for oversight of programs, assets, and procedures throughout the CPSC and making recommendations to ensure protection and safeguarding of information and assets.  The OIG conducts evaluations to determine agency compliance with various statutes, such as the Chief Financial Officer’s Act, Payment Integrity Information Act, and the Federal Information Security Modernization Act as well as a wide range of other audit engagements.

Qualifications

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: GS-14: 1) Developing and conducting performance audits and/or reviews for a program in accordance with established guidelines and regulations; 2) Analyzing and evaluating the effectiveness of various programs, operations and functions of an organization; 3) Analyzing and evaluating corrective actions for previously identified deficiencies; 4) Drafting and presenting final audit reports to leadership; and 5) Serving as a contracting officer’s representative monitoring the performance of contractors on audits or other assessments that have been contracted out. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, or social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience. Education

Mandatory Education Requirement. All applicants must meet one of the following requirements to qualify:

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge.  The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
