Duties

GS-09 & GS-11: Instructs students through assigned blocks of instruction on the foundation-level security skills and knowledge at the advanced technical/administrative levels of 8570 international standard certification course. Researches, develops, revises, and recommends updates to 8570 Certification course materials in accordance with established learning requirements and industry standards. Plans, develops, executes, and evaluates a comprehensive and effective training program. Maintains professional and technical proficiency and accomplishes difficult special projects related to specialty area, to include staff surveillance visits to various training activities. GS-09: The primary purpose of this position is that it is a developmental position with known promotion potential to the target position of Training Instructor, GS-1712-11. Incumbent works closely with supervisor in performing duties identified in full performance personnel document. When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion. GS-11: The primary purpose of this position is to serve as a Technical Training Instructor performing all technical training instructor classroom-related activities, supporting 8570 certification course curriculum development, modification, and/or revision efforts in the certification technical training course utilizing approved curriculum IAW industry standards and Air Education and Training Command (AETC).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712 + IOR. ***THIS IS A CCAF POSITION*** For Community College of the Air Force GS-1712 positions only: Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate degree in order for the school to meet accreditation criteria. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR EDUCATION: Successfully completed a master's or equivalent graduate degree, OR two (2) full years of progressively higher-level graduate education leading to such a degree, OR LL.B., or J.D. degree, if related. The degree must be in Education or a related field of study and must be accredited by an accrediting institution recognized by the U.S. Department of Education. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position when combined must equal 100%. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, ORLL.M. if related, with a major study in education or a subject area related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position when combined must equal 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09 & GS-11: 1. Knowledge of Information Assurance (IA) Technical Level II related information systems in a functional and secure computing environment. Practical level knowledge of Cyberspace Support with a specialty in Information Assurance (IA) functions and capabilities to provide network and advanced level computing support. 2. Knowledge of the principles, concepts, and theories of Training Instruction, and the standard practices, methods, and techniques of the occupation sufficient to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest; and to perform difficult, but well-precedented assignments. 3. Knowledge of the following domain areas: threats, attacks and vulnerabilities; technologies and tools; architecture and design; identity and access management; risk management; cryptography and PKI. 4. Knowledge of the occupation to perform analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 5. Skill in accomplishing special studies, projects, and applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. 6. Ability to diagnosis and resolve IA problems in response to incidents; analyze patterns of non-compliance and system performance; examine potential security violations; physical security vulnerabilities; learn and apply analytical investigative techniques to accomplish work in the subject-matter field. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
