The primary purpose of this position is to serve as a Supervisory Acquisition Program Manager. This position will lead, manage, and direct activities either directly, or in support of, DoD funded acquisition efforts. Responsible to direct and coordinate the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors assigned to employ program management duties. The objective is to ensure operational Safety, Suitability, and Effectiveness (OSS&E) by managing program cost, schedule, performance, and risk. Advises leadership on technical design, material development, acquisition, test, and operational issues related to requirements, systems engineering, finance, performance, and schedule trade-offs. Oversees subject matter expertise support to Service Life Extension Programs (SLEPs) focused on maintaining the reliability of this nuclear cruise missile weapon system which is critical to the future defense of the U.S. and allied nations. Monitors the contract performance of original equipment manufacturers and other defense contractor partners. Identifies and resolves highly complex problems crossing organizational boundaries and promulgate solutions. Proactively develops and presents technical briefings and reports to Senior Leaders.
DUTIES:
Exercise supervisory personnel management responsibilities at least 25% of the time.
Lead, manage, direct, or is responsible for activities either directly, or in support of, DoD funded acquisition efforts
Deliver presentations on program status, accomplishments, problems/analysis/solutions, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the command, and with using and supporting commands.
Represent the program office at higher levels within the organization and contractor organizations.
Work in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to done by the contractor.

Plan work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Possess the skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
Possess expert ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
HIGHLY DESIRED:
Expert knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
Expert knowledge of safety and security regulations, practices, and procedures.
Expert knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.

- Position is Non-Critical Sensitive (2) requiring a Secret security clearance; the incumbent must be able to obtain and maintain a Secret clearance.

- Bachelor’s Degree in relevant management, business, finance, or logistics required. An advanced degree is desired.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- Subject to Temporary Duty Assignment (TDY): Approximately 10 Days per year.
- Work may occasionally require the employee to work outside the normal business hours.
- PCS expenses will be paid IAW JTR and AFMAN 36-606.
- A one-year Supervisory probationary period may be required in accordance with agency policy.
- This position may be eligible for regular, and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework.
- In accordance with the Ethics in Government Act, 1978, Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
- The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the NH-03, or equivalent in other pay systems. Examples of specialized experience includes ALL of the following tasks: Assessing the progress of assigned projects or programs via cost estimates, schedules, and performance supportability baseline requirements using established methods and procedures; Planning, organizing, and coordinating activities related to contracting, engineering, manufacturing, program control, configuration/data management, testing, financial management, risk & issues management, or logistics processes; Reviewing and directing the progress of contractors in meeting program objectives; Preparing briefings, studies, processes, reports, and other program status material for presentation to management officials and/or stakeholders.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
