About the position: This position will be assigned to the Resource Management Flight. This position includes the opportunity to enroll in Health and Life Insurance, 401K and Retirement, Annual and Sick Leave.
Scheduled hours will be 40 per week.
Duties
Applicants will be reviewed and referred on the following dates: Jan 15, 2024, Jan 25, 2024, and closing on Feb 5, 2024. Announcement will close once position is filled.
Performs a crucial role in supporting financial planning and budgeting activities for Nonappropriated Fund instrumentalities (NAFIs) within the Force Support Squadron. Assists in the development, execution, and monitoring of operating, capital requirement, and cash flow budgets. Works closely with management and accounting team to maintain accurate financial records and provides support in budgetary analysis. Collaborates with activity managers to gather and consolidate budget information. Assists in the preparation and formulation of budgets, including gathering and analyzing financial data. Reviews budget request for accuracy, completeness, and compliance with guidelines. Inputs budgetary data into financial systems. Maintains accurate budget records. Trains and assists management on the Nonappropriated Fund (NAF) Cost and Budget program. Monitors budget execution and prepares regular reports on budget performance. Identifies and communicates budgetary variances, trends, and potential issues to management. Assists in the development of budgetary policies, procedures, and guidelines. Maintains up-to-date knowledge of Air Force Services financial and budget guidance and best practices. Provides technical financial advice to FSS leadership to include making recommendations concerning financial policies, standards, goals, and "Get Well" plans. Advises managers on regulatory requirements, financial policies, and program improvements. Monitors acid test ratio and cash availability advising Resource Manager if cash is insufficient to cover normal operations and requirements as budgeted. Tracks capital requirement expenditures and fund equity. Arranges and attends NAF Council meetings and produces presentations of required information for the meeting. Administers the Special Morale and Welfare (SM&W) budget, advises requesters regarding appropriate expenditures, facilitates approvals and produces SM&W reports. Processes all NAF asset and liability insurance claims from initiation through settlement to include coordinating applicable investigation. Maintains and controls all NAF Life of the Fund files. Administers the private organization program. Assists with the internal control program and monitoring control of assets. Processes NAF official travel. Performs other related duties as assigned.

Qualifying Experience:
Work experience or degree in finance, accounting, or a related field demonstrating a knowledge of accrual accounting methods and principles, budgeting principles, budget development, execution, and monitoring. Knowledge of NAF financial reporting and budgeting processes and software is a plus. Experience demonstrating strong analytical skills with the ability to work with financial data and perform budgetary analysis. Proficient in using Microsoft Excel, Word, Powerpoint, Outlook, Access and Teams. Excellent attention to detail and organizational skills. Strong written and verbal communication skills to effectively communicate information in English. Ability to present and explain financial data to all stakeholders. Ability to work collaboratively in a team environment and build positive relationships. Must be able to independently research, interpret and apply Department of the Air Force (DAF) guidance. Must satisfactorily complete a National Agency Check with Inquiries (NACI).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
