The Occupational Therapy Supervisor is part of the Anesthesia and Physical Medicine of the Orlando VA Healthcare System. The Occupational Therapy (OT) Supervisor is assigned and will be responsible for the supervision of rehabilitation employees at any of the facilities under the Orlando VA Healthcare System based on operational needs.

Duties

Supervisory Occupational Therapist duties include, but are not limited to: mastery of broad functional areas In his own field of occupational therapy theory including both physical disability and mental health, practice and specialized knowledge in multiple areas, but specifically in the outpatient setting. Extensive knowledge of the principles, practices and procedures utilized in the science and art of occupational therapy practice as necessary for planning and directing the wide range of activities related to the overall operation of the Rehabilitation section as it pertains to outpatient care. Responsible for constant surveillance and evaluation of the outpatient program at assigned facility, reporting recommendations to the OT Section Chief. Continuously Uses Data Analysis to Operate Efficiently and Reduce Missed Opportunities: Patient Access Productivity Clinic utilization, Unused slots Grid modification Consult management Statistical Data (VSSC, Sail, etc) for decision making Monitor cost effectiveness of Specialized Programs Ensure therapists have the necessary clinical training to provide needed rehabilitation services. Make decisions on Tuition/Travel requests. Coordinates with vendors to provide training on equipment. Ensure staff maintains: Current professional licensure BLS certifications Annual clinical competencies in specific disciplines and site location Mandatory Training (TMS) deadlines Administers Leave Program (VATAS) for staff and other Rehab Supervisors when assigned. Approves/Disapproves Annual and sick leave while maintaining quality patient care with adequate staffing. Monitors FMLA, LWOP, AWOL with timekeeper and other unique circumstances when needed. Complies with Human Resource Actions including Mid-Terms, Annual Performance Appraisals, and Annual Clinical Competency Assessments. Maintains personnel folders which includes (1) Functional Statement/Position Description, (2) Performance Evaluations, (3) Competencies, and (4) Functional Category. Works closely with Human Resources: Benefits (FMLA, LWOP), ERLR (Disciplinary Actions, EEO). Participates in disciplinary actions, responds to appeals and grievances, attends hearings when requested, after seeking guidance from Chief, Rehabilitation and/or HR prior to speaking, writing, or emailing the parties involved. Incumbent in knowledgeable and adheres to the policies of the medical center, VISN, VACO, Joint Commission, and other external certifying bodies. Works with the EEO manager, EEO Investigators, Fact Finding Committees, and District Council if required. Quickly investigates employee grievances, notifies the Chief, Rehabilitation and performs fact finding when necessary in order to resolve conflicts or take HR actions. Familiar with the Master Agreement between the Department of Veterans Affairs and the American Federation of Government Employees Consults the OT Chief for Guidance and adherence to agreement. Assists Chief, Rehabilitation in projecting staffing needs, writing functional statements/position descriptions and developing job analyses. Advanced knowledge of contemporary occupational therapy across multiple areas of practice, and the demonstrated ability to apply this advanced knowledge to provide clinical guidance to staff OTs within the department or provide occupational therapy in more complex cases. Also is familiar with duties of physical therapy and recreational therapy as a network to access if further education is needed on these professions. Knowledge of human resources administration, including such functions as the ability to interview and select qualified candidates, monitor and evaluate performance, and maintain effective labor management relations within his/her scope of responsibility. Provides clients and families with counseling, education, information, and training regarding the nature of their disease or disability, treatment plans and goals, home program, and post-program adjustment. This is accomplished individually or with the interdisciplinary team, family, and client. Basic Requirements: United States Citizenship: Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education-(TRANSCRIPTED SUPPLIED) and/or Experience: The individual must meet at least one of the following requirements below: (a) Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005, decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy. OR (b) Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005, decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy. OR (c) Master's Degree or higher in occupational therapy. Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for higher Education Accreditation. Certification: Candidates must possess a current NBCOT certification as an OT.-(Submitted) State Licensure: Candidate must possess a full, current, and unrestricted state license to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia.-(Submitted) English Proficiency: Candidate must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Grade Determinations GS-13: Supervisory Occupational Therapist Education, Experience, and Licensure: Completion of one year of experience equivalent to at least the GS-12 grade level and directly related to the position being filled. Demonstrated KSAs: In addition to the experience above, the candidate must demonstrate all the following KSAs: Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality performance, and productivity within the service. Skill in dealing with employees, team leaders, and managers to include conflict resolution. Ability to utilize evidence-based practices and clinical practice guidelines in a professional area and to guide the staff in applying these tools. Assignment: Supervisory OTs at this level are generally found at complex facilities. The supervisory occupational therapist is responsible for the supervision, administrative management and direction of the occupational therapy program in an OT section or equivalent work group. They have oversight for planning and directing the staff assignments in a variety of clinical settings. The supervisory OT provides a Veteran/client centered environment while enhancing staff engagement. Typical duties include: assigning work; monitoring clinical performance; resolving staff conflicts; identifying continuing education and training needs; and preparing performance standards and ratings. They interview candidates for positions;recommend appointments, advancements, or when appropriate, disciplinary actions; administer leave; and coordinate staffing needs. Supervisory OTs may provide occupational therapy and have capacity to care for more complex patients. They develop/initiate new treatment programs which integrate outcomes and advancements in practice from current research findings. The supervisory OT serves as an instructor in the facility's in-service clinical training program. They serve as an advocate and resource consultant to the therapy staff and facility-atlarge through communication with other departments, physicians, external agencies and other groups regarding programs and operation of the occupational therapy section. The actual grade at which an applicant may be selected for this vacancy is GS-13.
