About the Position: This position is with the Office of the Deputy Chief of Staff, G-1, Civilian Human Resources Agency (CHRA), AMC Services Human Resources Directorate, Joint Munition Command Civilian Human Resources Service Center located at McAlester, Oklahoma.
If selected for a developmental grade level, this recruitment provides promotion opportunity to the target grade of the position without further competition (non-competitive promotion potential).
Duties
Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide HR management advisory and technical services on customer functions and work practices related to recruitment and classification.
Utilizes Human Resources Information Systems to perform a wide variety of recruitment and classification functions.
Advises management on a wide variety of recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs.
Provides position management and classification support to assigned organizations under various personnel systems.
Provides staffing advisory services based on the serviced Command's local, regional, or national staffing priorities and takes proactive measures to anticipate the Director's/Commanders' needs.
Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
Provides written techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of CHRA findings and recommendations.

GS-05:
General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes duties such as 1)Assisting with analyzing problems by researching data;2)planning and organizing work. 3)communicating information effectively both orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
Time in Grade Requirement GS 05: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04).
GS-07:
Specialized Experience: One year of specialized experience which includes:1)Assisting Human Resources Specialists with Federal Civilian Human Resources recruitments and placements in accordance with applicable regulations, laws and guidance. 2)Assisting Human Resources Specialists with coding Federal Civilian personnel actions using automated information systems, such as the Defense Civilian Personnel Data System Portal (DCPDS). 3)Responding to Federal Civilian human resources recruitment and placement inquiries, to include providing information on the status of vacancy announcements, Request Personnel Actions (RPA), and selection status. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources/Recruitment and Placement.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources/Recruitment and Placement.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
