About the Position: This position is with the Office of the Deputy Chief of Staff, G-1, Civilian Human Resources Agency (CHRA), AMC Services Human Resources Directorate, Joint Munition Command Civilian Human Resources Service Center located at McAlester, Oklahoma.

Duties

Utilize an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems. Study and advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs. Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to: provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Develop long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals. Use non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Army and non-Army customers. Execute recruitment, placement, RIF, and related programs for assigned organizations. Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.

Specialized Experience: One year of specialized experience which includes 1) Interpreting and applying federal civilian human resources recruitment and placement regulations, laws, policies and practices in regards to Federal Civilian pay plans such as General Schedule, Federal Wage System, Pay Band, etc. 2) Advising on procedural and regulatory requirements governing the merit promotion process and the use of internal/external recruitment strategies to aid in strategic recruitment planning for Federal Civilian positions. 3) Creating federal civilian job announcements and assessments, determining applicant eligibility and qualifications, and issuing referral lists; 4) evaluating and recommend appropriate resolutions to complex interrelated HR problems and issues to management and employees throughout the organization serviced. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
