This position is in the Diversity Management and Equal Employment Opportunity (DMEEO), Office of the Director with the Indian Health Service. The incumbent of this position is responsible for implementing comprehensive programs targeting areas of EEO and Diversity and Inclusion. Development of these programs and strategies will serve to mitigate and address unlawful employment discrimination. This position reports to the DMEEO Director.
Duties
EEO Complaints and Adjudication
Processes complaints at the informal, formal and judicial level that contains sensitive personal information as it may involve an employee's health information (reasonable accommodation requests), dates of birth (age discrimination complaints) and social security numbers in the processing of finance documents (settlement agreements). Inputs and analyzes data related to complaints processing human resources/diversity within the Agency.
EEO Technical Guidance
Provides technical assistance and guidance to managers, supervisors, employees, Office of General Counsel, Departmental EEO Staff, EEOC Office of Federal Operations on EEO complaints processing, settlement negotiation, and investigations. Develops, coordinates, and/or conducts EEO Training on EEO laws, procedures, complaint prevention and other topics.
Data Analysis
Analyze data related to complains, human resources, and diversity and prepares or assists in the preparation of monthly, quarterly, and annual reports for the DMEEO program.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service obtained in either the private or public sector. Qualifying examples of specialized experience are defined as performing the following type of work and/or tasks:
1.Experience providing advice, guidance and interpretation of Federal Equal Employment Opportunity (EEO) principles and concepts to regulations, statutes, Equal Employment Opportunity Commission (EEOC) case law, Merit Systems Protection Board (MSPB), and Federal court rulings; AND,
2. Experience evaluating Federal EEO complaints and Report of Investigations to ascertain legal sufficiency and discrimination acceptability determinations.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
