Duties
As a Lead Equal Employment Opportunity (EEO) Specialist, you work closely with the Deputy Director to provide leadership in terms of equal employment opportunity program functions and subject matter expertise to the staff within the EEO Complaints Management team and across other teams within the Office of Civil Rights, Diversity, and Inclusion.
Your major duties and responsibilities include:
Leading decision-making for the team related to EEO Complaints operations oversight (e.g., workload distribution, task assignment, strategy development, analysis of team performance on achieving goals and formulation of corrective actions if targets are not met).
Providing managers and employees expert advice on matters relating to the processing of EEO complaint (Informal and Formal) plans, policies, and decisions.
Monitoring the processing of EEO complaints pursuant to EEOC's Management Directive 110 and the regulations under 29 C.F.R. 1614 and established case precedence.
Processing EEO Complaints, drafting coherent correspondence to employees, management officials, and attorneys.
Communicating to interested parties, necessary information to ensure that processing of EEO complaints is performed expeditiously and according to EEO timelines.
Designing, implementing, and conducting educational components, consisting of orientations conferences and seminars to provide program participants an understanding of the EEO process.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
Overseeing informal and formal federal EEO complaints, ensuring they are in compliance with relevant laws and regulations to advance diversity, equity, inclusion, and accessibility.
AND
Developing and conducting training for managers, supervisors, and employees regarding the federal EEO Complaints process, procedures, related laws, regulations, and court decisions to advance diversity, equity, inclusion, and accessibility.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
