This position will serve as a Program Support Assistant to the Mental Health Product Line (MHPL). The MHPL is complex consisting of multiple types of mental health activities, including inpatient, outpatient, clinical and research functions at multiple sites. Consequently, the service has professional as well as administrative, managerial, and financial responsibilities.

Duties

Knowledge of office management policies, procedures, and organizational function of theSTVHCS and MHPL to organize and manage a wide variety of internal and external reports. Serve as station expert for MH Programs within South Texas Veterans Health Care System (STVHCS) . Incumbent must use independent judgment to identify and investigate discrepancies or inconsistencies which ultimately affect Veteran Affairs Medical Center (VAMC) data and performance measures. Incumbent must be educated on VHA Mental Health clinical and access performancemeasures and have an understanding of where to obtain this data either through VSSC,VISTA or the Morning Report Dashboard. Knowledge and ability to communicate with employees and public at various levels; use ofdiscretion in confidential matters related to the service, personnel, and patients. As the Mental Health Service Talent Management System's Administrator the incumbent will have administrative rights to assign training to people in the MHPL. Incumbent also responsible to communicate with staff providers regarding specific guidelines with the assignment of the MHTC, and will also be part of an ongoing process to map out the flow of the assignments. Contacts are also developed and maintained with professional or no-professional people of the community. The people may represent State or Federal programs, organizations, care givers employers, landlords, along with other concerned individuals, groups or agencies. Assist in conducting surveys of agency operating programs. Incumbent continuously reviews patient and staff safety issues. Issues are reported to the Mental Health Council for approval of relative actions and advances who in turn report to the Clinical Executive Board for review by facility leadership. This position requires flexibility, ability to adapt to changing priorities and the ability to handle multiple projects at the same time. Performs other related duties as assigned. Knowledge of computerized data entry and information processing systems and proficient in the use of the Computerized Patient Records System (CPRS), DHCP/VistA and familiar with Microsoft Office. Incumbent must be educated on VHA Mental Health clinical and access performancemeasures and have an understanding of where to obtain this data either through VSSC,VISTA. Incumbent will also have knowledge of and run Ambulatory Care ACRP reports in VISTA. Communicates and treats customers in a courteous, tactful, and respectful manner. Provides the customer consistent information according to established policies and procedures. Knowledge of Excel must be at the intermediate level. Incumbent must be familiar with theCPRS record and the clinical reminder system. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians. Incumbent assist staff as an time keeper for MH service. Incumbent assist the Health System Specialist in such duties as updating policy andprocedure manuals, collecting statistical data, maintenance of workload records and otherrelated duties. Sensitivity to the special needs of all patients in respect to age, developmental requirements, and culturally related factors must be consistently achieved. Work Schedule: Monday - Friday; 0730-1600 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of office management policies, performance measures, ability to communicate with employees and public at various levels, conducting surveys, reviews patient and staff safety issues, knowledge of computerized data entry and information processing, ability to run reports in Ambulatory Care and VISTA, knowledge of excel, timekeeping, updating policy and procedure manuals. You will be rated on the following Competencies for this position: Database Administration Decision Making Flexibility Integrity/Honesty Knowledge Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
