The primary purpose of this position is: Support the 17th Training Wing through deployment and sustainment of robust operations capabilities, programs and services. Provide proven infrastructure capabilities to meet the needs of America's premier Firefighting and ISR schoolhouse and all Goodfellow AFB customers while anticipating the challenges of the cyberspace domain.

Duties

Serves as the Information Technology Advisor for strategic planning, studies, and analyses to develop, and implement new Information Technology. As the Operations senior member, leads, develops, and implements the IT requirements program framework for Operations. Performs supervisory, personnel management responsibilities for the Communications Squadron Operations Flight. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long and short-range planning to enhance the flight's support capabilities.

  • May be required to obtain and maintain required professional/technical certifications.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: Prioritizing and implementing DoD, AF, and wing-level IT tasks/projects based on guidance, regulations and leadership priorities; Communicating complex IT initiatives, problems and/or solutions in a manner that is meaningful and understandable; Managing and resolving conflicts and motivating, mentoring, and providing technical analysis of complex IT projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in technology insertion and balanced approaches to the selection, design, development, and deployment of enterprise capabilities and IT solutions. Knowledge of a wide range of IT principles and systems analysis concepts and techniques, approaches, new and emerging information technologies, and effective management of information resources. Detailed knowledge of the organization's policy and planning formulation process along with its missions and objectives to accurately prepare documentation. Knowledge of concepts and principles of sequencing actions, procurement techniques, and coordination requirements involved in project controls. Knowledge of life-cycle management concepts, principles, integration techniques, and planning methods. Knowledge of customary approaches, techniques, and capabilities appropriate to analyze requirements, plan for enhancements, support acquisition strategies, and develop ways-ahead. Skill in performing and understanding cost benefit analyses and financial planning to make sound IT services policy and requirements decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
