You will serve as a PUBLIC AFFAORS SPECIALIST in the OFFICE OF THE CHIEF OF STAFF/MHQ DIRECTOR/N01 of NAV METEOROLOGY AND OCEANOGRAPHIC CMD.

Duties

You will assist the Flag, Chief of Staff, Deputy Chief of Staff, and Public Affairs Officer in developing, implementing and executing Strategic/Corporate Communication Plans and Initiatives. You will assist the Public Affairs Officer in planning, developing, and implementing a comprehensive Public Affairs program. You will post, organize, and update information for the command’s publicly assessable website and social media platforms. You will work with visiting media representatives of print and broadcast media and coordinate media interviews with senior staff. You will provide graphic arts and multi-media communications support associated with Naval Oceanography Program (NOP) initiatives. You will use computer and conventional capabilities to produce graphics for use in reports, conferences, briefings, training materials, displays, and exhibits. You will prepare, develop and maintain digital database and prepare and education correspondence and other written materials.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experienceworking with Strategic/Corporate Communication Plans and Initiatives. Experience working with the Public Affairs Program. Experience with managing a variety of social media platforms. Experience with managing public facing websites. Experience with and skill in graphic layout, page design, content and development. Experience with and skill in producing graphics, editing written material, maintaining electronic files, and maintaining digital databases. Experience creating external media outreach products that include public speaking and media interview preparation. For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experienceworking with Strategic/Corporate Communication Plans and Initiatives. Experience working with the Public Affairs Program. Experience with managing a variety of social media platforms. Experience with managing public facing websites. Experience with and skill in graphic layout, page design, content and development. Experience with and skill in producing graphics, editing written material, maintaining electronic files, and maintaining digital databases. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR
Possession of an LL.M. that it related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.

GS-09:
Successful completion of a Master's or equivalent graduate degree.
OR
Successful completion of two years of progressively higher level graduate education leading to Master's degree.
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of specialized experience.
