About the Position: Serves as the Chief, Army Reserve Support Section in the Reserve Project Management Branch of Planning, Programs and Project Management Division. Primary point of contact for the Army Reserve stakeholders and supervises a diverse staff of 20-25 team members. Position is responsible for the successful planning and execution of the Army Reserve Design and Construction Program utilizing the USACE Project Delivery Business Process.

Duties

Provides expert management for projects or programs of high dollar value of national priority, environmental sensitivity, extraordinary urgency, and/or having similar requirements. Assures the efficient, effective, and timely accomplishment and coordination of over 100 projects with a combined total Programmed Amount in excess of $2B. Plans, programs and oversees cost and schedule, execution of all actions required for projects in coordination with the functional chiefs of each area to assure the projects are completed within guidelines and objectives. Initiates, manages, administers and approves plans that translate project objectives into completed functional phases. Reviews and approves funding and manpower estimates to assure there are sufficient resources to support project objectives. Represents the District when dealing with the local, state and municipal authorities and regulators for the project and is responsible for furnishing authoritative responses to project questions and issues. Serves as primary point of contact and project management business plan expert for all work assigned. Ensures the organization's strategic plan, mission, vision and values are communicated to the section and integrated into the section's strategies, goals, objectives, work plans and work products and services. Monitors and reports on the status and progress of work, checks on work progress and reviews completed work to see that priorities, methods, deadlines and quality objectives have been met. Participates, with key District personnel, in defining project goals and in preparing a management plan for accomplishment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The Project Manager, USACE Career Development Plan (CDP) certification and/or the Project Management Professional (PMP) certification is highly desirable for this position.
  • Temporary duty (TDY) for this position is 25%.

GS-13 Specialized Experience: One year of specialized experience which includes serving as a technical expert in applying leadership and engineering principles to manage interdisciplinary teams performing complex and comprehensive design and construction projects; high-level communication skills providing opinions or expert advice to stakeholders on complex projects; ability to apply state-of-the-art technology into mission execution, develop long range organizational and workforce staffing plans while applying federal hiring authorities, and create and execute an annual budget inclusive of direct project labor and overhead expenses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Leadership Oral Communication Program/Project Management Stakeholder Management Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
