The incumbent serves as the Program Specialist to the Chief of Surgery for the Albany Stratton VA Medical Center (Stratton VAMC) in the Department of Surgery.

Duties

Personnel Management/ Office Manager Under the supervision and direction of the Chief of Surgery and Administrative Officer -GS12 manages administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. Recommends to Administrative Officer- GS12 selection of candidates for administrative staff vacancies, promotions, details, and reassignments in consideration of skills and qualifications. Assigns and reviews work performed by subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of the employee; Identifies developmental and training needs of employees, provides, or arranges for needed training, and approves leave. Analysis, Coordination and Advisory Duties, Office Manager Budget/Logistics/Compliance Provides direct technical and administrative instruction for staff in the Surgery Service office as directed by Administrative Officer GS 12 and Chief of Surgery. Assures appropriate distribution of workload, assures work is timely and accurate. Coordinates appropriate Surgery office coverage, ensuring that all the Surgery Section Chiefs have the appropriate support to meet their needs. The incumbent makes decisions on work problems, reviews, and resolves workload issues. The incumbent is responsible for the implementation of special programs, and subordinates will manage as well as studies and root-cause analysis throughout the health care system to achieve excellence in patient-centered care and designation in acute care and continuing care. Meets with senior leadership team, service chiefs, supervisors, and employees as appropriate to discuss and resolve issues related to systemic issues. Studies and Special Projects This position provides input in the most complex management deliberations and decisions by performing in a consultative manner with the Chief of Surgery, the Sub-specialty Section Chiefs, and Medical Center Leadership. The incumbent must have an in-depth knowledge of The unique needs, goals, resources, equipment, etc., of each of the Sub-specialties in Surgery Service in order to assist in maximizing services to patients. The incumbent provides this support by managing, analyzing, evaluating, and coordinating healthcare delivery systems and operations. The incumbent has a high degree of analytical ability, interpersonal skills, and specialized knowledge of basic principles, practices, and programs of the VA's health care delivery system. Reports Results/Monitors Remedial Action Compiles final reports of evaluation efforts related to studies or root cause analysis. Notes discrepancies and the planned initiatives for effecting remedial actions. Establishes administrative controls aimed at ensuring remedial actions are completed as proposed. The incumbent is responsible for coordinating projects in the medical center and, identifying medical center problems that involve new or revised policies or procedures and brings them to the attention of senior medical center management for appropriate action. Responsible for obtaining timely actions, responses, or decisions on request within and to the medical center and ensures. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the medical center. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 academic years of progressively higher-level graduate education, that is directly related to the work of the position. (Transcripts must be submitted at time of application). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's degree, as described above. (Transcripts must be submitted at time of application). Physical Requirements: The work is primarily sedentary in nature. There may be some walking, standing, bending, and carrying of light items. The work requires the ability to travel. The performance of this work does not require special physical demands.
