This position is located within the Nutrition and Food Service (N&FS) department at the Overton Brooks VA Medical Center in Shreveport, LA. This position is responsible for the coordination and monitoring of all Nutrition & Food Service administrative programs. The duties include budget and financial management, file, database and records management, coordination and tracking of human resource actions, procurement and contracting, statistical and other administrative functions.
Duties

Duties may include, but are not limited to the following:
Participates/presents in meetings with leadership, various interdisciplinary committees to address administrative management issues, resolve problems and provide recommendations.
Communicates effectively both written and verbally and employs a high level of tact and diplomacy in order to maintain a positive, professional image of N&FS.
Oversees and facilitates the administrative management for Nutrition & Food Service.
Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters.
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division.
Designs and implements policies and procedures to manage administrative and personnel related functions.
Tracks and trends data related to administrative management of service line.
Serves as the principal advisor to personnel on administrative management program issues.
Compiles information prepares administrative reports for management briefings, and shares with work groups.
Performs the full range of personnel administration for the Service with varied functions and activities.
Acts as the liaison with the human resources office concerning personnel-related matters.
Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures and position management for the Service.
Responsible for the N&FS Process Improvement program including developing indicators, monitoring and compiles data collection and analysis, correcting action and preparation of related reports.
Serves as the Records Control officer for the service.
Aids in the management of procurement for Nutrition & Food Service.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm; Subject to change based on the needs of the facility

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience consist of overseeing quality and productivity programs; developing and implementing policies and procedures; preparing data presentations for leadership; and performing personnel administration functions. Additional experience with Computrition Software preferred. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR-
EDUCATION: Have successful completion three (3) full years of progressively higher level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. COMBINATION: Have equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
