This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), and is assigned to an OMB Division/Office. The incumbent assists higher graded Program Examiners and Analysts conduct OMB's examining functions for an assigned group of programs involving one or more Federal departments or agencies.

Duties

As a Program Specialist, GS-0301-11, your typical work assignments may include the following under supervision: The incumbent assists in legislative, economic, management, financial management, procurement, information, regulatory, and organizational analyses. Develops and analyzes policy issues and makes and defends recommendations. The incumbent assists higher graded Program Examiners and Analysts provide advisory services to other OMB staff and the staffs of other agencies The incumbent disseminates information on technical requirements, suspense dates, reporting formats and OMB's staff contacts to appropriate parties. The incumbent works with the Office Manager to arrange meetings, travel, and hearings for staff members. The incumbent assists with the resolution of policy issues and proposes advice and assistance in the administration of operating guidelines.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. Specialized Experience: One year of specialized experience which includes: 1) Assisting in legislative, economic, management, financial management, procurement, information, regulatory, and organizational analyses; AND 2) Receiving all incoming data requests and forwards to the appropriate Analyst and/or Agency for review and comment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
