NIST works with industry and science to advance innovation and improve quality of life. We're looking for a IT Specialist (Policy and Planning) to join our team! This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.

Duties

The incumbent provides subject matter expertise, support, and/or advice to the NIST Program Coordination Office (PCO) Director and NIST Chief of Staff in issues related to domestic science policy and interagency engagement; Provides subject matter expertise within the PCO in policy matters that involve NIST, the Department of Commerce (DOC), its bureaus, and the White House, including but not limited to AI, cybersecurity, privacy, and other critical and emerging technologies; Provides and/or directs science policy guidance and recommendations to one or more NIST policy liaisons at DOC; Develops and/or establishes written correspondence and proposals for science policy and ensures consistency of such policy implementations within NIST as well as alignment with policy implementations in DOC and across the federal government; Serves as a representative to other interagency policy offices related to policy matters that have NIST implications and/or represents NIST on interagency committees, subcommittees, and working groups as needed; Coordinates interactions with external, non-government organizations in matters related to science policy when appropriate; Supports and/or establishes strategies to integrate domestic science policy matters with NIST internal programs and works with NIST Operating Unit subject matter experts to develop science policy strategies when appropriate; Prepares and/or informs the NIST Director and Associate Directors related to policy matters with NIST implications.

Qualifications

Basic Requirements:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience, Grade 04 :In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is described as experience in a policy-related role for a multidisciplinary organization, including program analysis and assessments; strong skills in generating written and oral policy content related to artificial intelligence, cybersecurity, and/or privacy, as well as other critical and emerging technologies; experience aligning organizational policy efforts with National policy offices; experience relating organizational policy efforts with internal programs in critical and emerging technologies, manufacturing, and strategic planning Specialized Experience, Grade 05 : In addition to the above basic requirements, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 level (ZP-IV at NIST). Specialized experience is defined as experience in a policy-related role for a multidisciplinary organization, including program analysis and assessments; strong skills in generating written and oral policy content related to artificial intelligence, cybersecurity, and/or privacy, as well as other critical and emerging technologies; experience leading the alignment of organizational policy efforts with National policy offices; experience relating organizational policy efforts with internal programs in critical and emerging technologies, manufacturing, and strategic planning; experience representing an organization related to policy matters with government and private sector stakeholders; experience providing analyses, assessments, and briefing materials directly to Senior Executives and other organizational senior leaders. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
