About the Position: The incumbent will serve in a key staff position as the Administrative Officer for the Planning Division and works under the general supervision of the Chief.

Duties

This incumbent serves in a key staff position as the Administrative Officer for a Division and works under the general supervision of the Chief who delegates responsibility and coordination of all administrative functions for the Division. Coordinates interface with District technical and administrative support offices. Exercises considerable judgment in making independent decisions on personnel management, budget and cost control systems, methods and procedures, using past experience and a comprehensive knowledge of established policies and procedures. Incumbent is required to exercise superior professional and managerial knowledge and ability in accomplishing the work within the framework of general policies and operational directives for the District Engineer and higher authority. Work is subject to review for achievement of programmed objectives and conformation with guidelines and policies. Evaluation of the work is accomplished through observation of day-to-day activities and the accuracy and effectiveness of the overall results achieved.

Specialized Experience GS-09: One year of specialized experience which includes processing administrative actions dealing with items such as financial, personnel, and/or material needs; assisting in the development of budgetary needs such as estimates, justifications, allocation of funds and resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes preparing, analyzing, monitoring, administrative actions dealing with items such as financial, personnel, and/or material needs; developing budgetary items such as estimates, justifications, allocation of funds and resources; and assessing internal processes and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
