The Community Outreach and Resource Planning Specialist is responsible for assisting the District Director in planning, coordinating, implementing and evaluating major operational, and informational activities of the district office. Participates in the planning and development of a wide range of activities including but not limited to stakeholder engagement, education and outreach, media and communications, reporting, and strategic planning. This position is inside the bargaining unit.

Duties

The responsibilities described below are for the full-performance level (GS-12). If selected at the GS-11 grade level, the responsibilities are similar but will be performed under closer than normal supervision. The employee will carry out a variety of increasingly difficult assignments as a continuation of their training and development for work in the career ladder progression. As the employee progresses, the assignments will become more difficult and complex in preparation to fully perform the duties at the full performance level. As a Community Outreach and Resource Specialist, duties will consist of but not limited to the following: Seeks opportunities to partner with stakeholders to organize outreach events with their customers/clients and WHD staff to provide information about WHD laws and assistance, including complaint intake and one-on-one assistance to new businesses. Applies knowledge of Stakeholder outreach and public involvement principles, concepts, practices, methods and techniques. Maintains liaison with media including newspapers, TV, radio and on-line media. Serves as a liaison with media sources including public affairs officials and notifies stakeholders of significant activities. Applies knowledge of Wage and Hour statutes, regulations, and policies including compliance, enforcement provisions, jurisdiction and coverage provisions in order to successfully establish and develop effective Stakeholder, including employer, partnerships and effectively contribute and influence ongoing and future enforcement investigative activities. Makes recommendations in improving the effectiveness and efficiency of Wage and Hour enforcement and compliance activities. Serves as an effective representative/spokesperson to stakeholder organizations and to convincingly address and collaborate with DOL wage and Hour officials and investigators regarding program plans and adjustments. Applies communication skills in order to present materials, negotiate as needed and facilitate techniques sufficient to clearly explain and describe Wage and Hour issues, problems and solutions to diverse audiences. Initiates, plans, develops and implements an outreach program that establishes sound relationships with stakeholder groups within the region/district area. Gathers information from or provided by advocacy and action groups to incorporate into the Annual Performance Plan, Compliance Assistance Plan, and Regional/District initiatives and plans for near and long-term Wage and Hour investigative and enforcement activities. :

Requirements

Applicants must meet the education and/or specialized experience requirements described below: To qualify at the GS-11 grade level applicants must meet one of the following: Specialized experience: Your resume must demonstrate one year of specialized experience equivalent to at least the next lower grade level, GS-9, in the Federal Service. Examples of specialized experience would typically include, but are not limited to: Gathering, compiling, and analyzing information using a variety of research tools and methods; Identifying potential outreach opportunities with stakeholders to develop and plan outreach/education activities; Composing communications such as, reports for management review, or articles for publication to the media (both on-line and print); Serving as a representative or spokesperson at public meetings or workshops to increase awareness of organizational initiatives. -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. NOTE: If qualifying based on education, you must submit transcripts with your application. To qualify at the GS-12 grade level applicants must meet the following: Specialized experience: Your resume must demonstrate one year of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Examples of specialized experience would typically include, but are not limited to: Conducting outreach activities to communicate information with stakeholders (i.e., federal/state/local agencies, non-profit organizations, public/private schools/colleges/ universities, child care facilities, etc.) regarding wage and hour laws and enforcement and education programs; Gathering, compiling, and analyzing information using a variety of research tools and methods such as, outreach studies and initiatives, and incorporating the results into recommendations for improvement of compliance activities; Identifying potential outreach opportunities with stakeholders to develop and plan outreach/education activities; Composing communications such as, reports for management review, or articles for publication to the media (both on-line and print); Planning and implementing activities such as stakeholder engagement, education and outreach, and media communications, to increase awareness of organizational initiatives; Serving as a representative or spokesperson at public meetings or workshops to increase awareness of organizational initiatives. Applicants must meet time-in-grade (52 weeks at the next lower level), time-after-competitive-appointment (90 days, if applicable), and qualifications requirements within 30 days of the closing date of this announcement to be eligible for consideration.

Education

There are no education requirements for this position. Some federal jobs allow you to substitute your education for the required experience in order to qualify for certain grades.
