This position is located with the Bureau of Indian Affairs, Alaska Region, Trust Services, Probate & Estate Services in Anchorage, Alaska.

Duties
Manages regional probate program and review of probate operations.
Serves as a technical reviewer of region-wide probate processes and probate documentation processed at the Agency office level.
prior to review by the Office of Hearings and Appeals (OHA) Administrative Law Judges.
Responsible for providing technical support and training to Agency probate staff at field offices and tribal probate staff.
Provides expert level technical program guidance in administration and maintenance of probate program.
Provides expert level technical program advice to the OHA Administrative Law Judges in the administration and maintenance of probate issue.
Makes recommendations in planning and implementation of probate program, including budget and procurement.
Examines legal documents for the purpose of ascertaining ownership status of asses, land and resources held in trust or restricted status and to ensure the accuracy of legal land descriptions.
Interpret and implement the decisions of the OHA deciding officials for probate cases.
Provides guidance in estate planning in accordance with federal, state, and tribal inheritance codes to Indians who own trust or restricted lands and resources.
Provides daily supervision and work assignments to staff ensuring that employees under his/her supervision comply with policies, procedures or regulations concerning leave, travel, procurement, safety, equipment, and employee conduct.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0901).
GS-12: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Specialized experience is work that is at a higher level on complex probate cases utilizing knowledge of real and personal property, legal principles and legal documents governing probates of Indian trust and restricted lands; plan and execute work both for self and others, research and gather legal/financial documents that resulted in a Probate Case file assembly suitable for submission to the Office of Hearings and Appeals (OHA); reviewed and recommended approval/corrective action for case files prepared by Tribal Service Providers; provide training and individual guidance to Tribal Service Providers; utilize regulations for Testate and Intestate Laws; conduct legal review of Probate Decisions issued by OHA for purposes of ensuring the appropriate laws were applied in determining the distribution of trust assets; keeps in touch with work, makes day to day adjustments in accordance with priorities, and obtains senior level assistance as necessary when problems arise.
