Vacancies will be filled in the following specialty areas:
HQ Direct File
The following are the duties of this position at the full working level.
Serves as a tax law advisor, agency authority, subject-matter expert, and spokesperson to top-level senior executives, internal and external to the IRS, on federal tax administration and the implementation of Direct File. Provides expertise on an extensive range of complex issues, concerns, and tax policies
affecting the IRS and Direct File.
Reviews new or proposed legislation, tax policies, policy considerations, interrelationships, current developments, and legal matters to identify potential impacts on the IRS and Direct File. Conducts extensive research and analyses on major issues relating to tax administration or to programs and/or operations within the IRS that may be impacted by Direct File. Evaluates information in controversial areas, recognizing the need for consistent application of legal positions and establishment of clear
precedents, and resolves exceptionally difficult issues affecting overall policy. Develops interpretations and authoritative papers explaining the agency's policies, standards, and goals. Explores, justifies, and resolves controversial policy, legal, and socio-economic issues involving federal tax administration, Direct File, and agency programs.
Analyzes strategies, recommendations, and proposed solutions to broad and complex tax administration problems and Direct File. Anticipates needs and changes for agency programs and develops long-range, innovative, and novel solutions. The incumbent conducts qualitative and quantitative research and writing on topics of tax law and administration, including analyzing problems and/or roadblocks encountered by
taxpayers that will enhance the customer experience within Direct File.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

All GRADES -- SELECTIVE PLACEMENT FACTOR: To be eligible for this position, at any grade level, applicants must demonstrate the following:
Knowledge of Legal Industry, including legal practices, federal codes and regulations, and application of complex legal principles to facts. This knowledge may be met through experience and/or education. To meet this requirement, the applicant must demonstrate the following experience:
Substantive knowledge of state and federal laws, judicial decisions and precedents, legal codes, court procedures, legal practices, legal instruments and documents, government regulations, executive orders, and agency rules specific to tax administration and compliance.
Exceptional skill in researching, interpreting, examining, analyzing and applying relevant state and federal laws, regulations, related statutes, and sub-regulatory guidance, sufficient to produce written reports, relevant forms, instructions, explanatory publications, legal memoranda, proposed legislation, and other materials, sufficient to address taxpayer rights and responsibilities, propose tax legislation or regulation, and issue opinions and/or decisions specific to tax administration or compliance.
SPECIALIZED EXPERIENCE: GS-15 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience representing/or and effecting resolution for individual taxpayers in a broad array of tax controversy matters, including collection, examination, appeals and/or litigation that would demonstrate a full understanding of IRS functions, processes, interrelationships and dependencies; Experience analyzing and interpreting relevant tax laws, regulations, rulings, policies, procedures, and precedent decisions in order to research and advise on specific questions or problems using alternative approaches regarding taxpayer rights, privileges, or liabilities under laws and regulations administered by the IRS by representing taxpayers or the government in Tax Court or federal courts in tax matters; Experience preparing, reviewing, or applying revenue rulings, tax advisory letters, legal memoranda, etc. related to Federal taxation; Experience demonstrating sensitivity to social, economic, and Congressional oversight issues; Experience in public speaking on Federal tax matters and participating in training initiatives for internal and external audiences.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
