This position serves as a Training Instructor in the Learning Services providing a broad range of educational services and training to the staff throughout Montana VA Health Care System (MTVAHCS) and all associated activities, programs and related committees including but not limited to growth and development for all employees.
Duties
Provides broad range of educational services and training to staff throughout VA Health Care System and all associated activities, programs and related committees
Applies expert knowledge of sound educational design and/or hospital operations to design and present management and leadership development courses appropriate to the subject matter, learning objectives, environment, and expertise of learners.
Applies expert knowledge of management development content and strategies to develop course work, targeted educational interventions, and series of developmental activities consistent with organizational education priorities including for succession planning.
Performs activities directly related to educational tracking processes, including development and of manual and/or automated registration/sign in processes
Performs clerical or technical duties associated with developing, revising, maintaining, recording and/or instructing educational courses. Provides logistical support work necessary for training program activities.
Collects, verifies, and forwards registration materials to external sites for distance learning programs as needed.
Assist with the maintenance of the scheduling system for room reservations and employee preregistration for selected programs, tracking eligibility and course availability for maximal staff access.
Serves as the facility leadership programs primary instructor for the facility, held on a regularly scheduled basis.
knowledge of adult learning techniques and principals to perform a full range of support activities including but not limited to New Employee Orientation (NEO), Prevention and Maintenance of Disruptive Behavior (PMDB), Talent Management Service, and Continuing Education events.
Provides instruction effectively for hospital staff from wage grade to executive and including practicing clinicians, managers and executives. Incumbent develops new approaches, methods and techniques as necessary
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: This will require physical effort, lifting, standing, walking, bending, and sitting required in the learning environment. The work has periods of sedentary tasks with desk/computer work followed by highly active involvement in programs and program preparation around the entire station. There are brief periods of active walking, pushing, lifting, bending, stooping, squatting, kneeling, and carrying light to moderately heavy items such as equipment, as well as training and audiovisual equipment. Use of wheeled carts is required for distant relocation of equipment.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirement (IOR): This occupational series has a minimum qualification entry requirement.
Education:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR;
Specialized Experience:
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
You may qualify for the GS-9 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applies expert knowledge of sound educational design and/or hospital operations to design and present management developmental courses appropriate to the subject matter, learning objectives, environment, and expertise of learners; Serves in an instructor role for numerous adult educational programs in a healthcare facility; Performs clerical or technical duties associated with developing, revising, maintaining, recording and/or instructing; Analyzes courses in a training System, recommends changes or modifications for the system, and provides reports to management regarding usage and effectiveness of the systems; Possesses the ability to communicate with internal and external customers through written and oral communication; Knowledge of the missions, organizations, programs, and requirements of the Center for Learning and Development; Knowledge of procedural guidelines relating to the maintenance and disposition of security and/or official files is required to independently complete assignments. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university.
You may qualify for the GS-11 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
