This position is in the Learning Services Department, Montana VA Health Care System (MTVAHCS). The incumbents are the system administrators for the Learning Management System for MTVAHCS and training specialist for multiple educational programs throughout MTVAHCS
Duties
Conduct training via face-to-face, conference call / net meeting; or arrange for training for all Administrator Roles, as required.
Acts upon requests to the Talent Management System National Help Desk to assign the appropriate level of access.
Works with the VA national Help Desk staff to resolve any issues which arise.
Assists with the monitoring and assuring that all required and appropriate training modules for managers are assigned to the appropriate employee's Learning Plans and that the successful completion was properly recorded in the individual's Learning History.
Deliver regular and recurring training/informational meetings in Talent management functions to Managers and Admin staff.
Tailors training to the needs of the targeted audience, as approved by VA Central Office or other guidelines and policies.
Tailors training to the needs of the targeted audiences with established guidelines, policies, and best practices. Design and present mandatory training for Administrators, and supervisors.
Communicates written and orally with professional, technical and administrative staff at various organizational levels inside and outside the local facility as well as contractors, volunteers, trainees and students
Serves as the primary Talent Management System administrator.
Collaborates with the leadership and program specialist to ensure every local training item is maintained for currency, modifies training, and works with the Designated Learning Officer (DLO) to publish training modules online.
Provide training for supervisors and Admin staff on how to manage users in the Talent Management Systems.
Responsible for training and assisting service managers and leadership in report functions and pulls various reports for Leadership in order to satisfy reporting requirements.
Delivers training to diverse audiences, using national or local training materials, as appropriate.
Functions as Item and Curriculum Manager to create new items and link existing online courses to assignment profiles. Informs management of maintenance and upgrade schedules when appropriate.
Creates and maintains mandatory education assignment profiles for all staff and assigns trainings accordingly in the Talent Management System.
Provides daily technical support for talent management services.
Analyzes database information to assure continuity and accuracy of data.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirement (IOR): This occupational series has a minimum qualification entry requirement.
Education:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR;
Specialized Experience:
Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
You may qualify for the GS-9 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as facility Training Coordinator and assigns mandatory curriculum to new existing employees; Possesses the ability to communicate with internal and external customers through written and oral communication; Possesses skills and knowledge of computers, working with spreadsheets, databases, outlook, etc.; Works with service chiefs and supervisors to identify service level TMS administrators and provides them with ongoing support and training regarding TMS administrative duties and reports, as required for individual, Service Lines, and Medical Center Management; Responsible for all facets of training program administration to include identification of training courses, dissemination of course information to individuals, answering inquiries concerning the nature and purpose of available courses, explaining eligibility requirements and procedures or application, maintaining documentation prescribed by higher and local authorities; Interprets policies, goals, regulations and statutes, applying new methods to resolve complex or controversial issues/problems; Participates in all phases of planning, implementing and administering training programs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university.
You may qualify for the GS-11 based on your experience and/or education as described below:

You must have an combination of specialized experience and education beyond successful completion of graduate level education (more than the first two years or 36 semester hours) and specialized experience to meet total experience requirements.
