This position is located in the Department of Homeland Security (DHS), Office of Health Security (OHS). The OHS is the principal medical, workforce health and safety, and public health authority for DHS.
The primary purpose of this position is to serve as the Deputy Assistant Director (Associate Deputy Assistant Secretary) for the Health, Safety Food and Agriculture Resilience Directorate (HFARD).
Non-BU: This is a non-bargaining unit position.
Duties
As a Supervisory Health Scientist, GS-0601-15, your typical work assignments may include:
Supervises and provides leadership and direction to subordinate division directors and other staff comprised of medical and health professionals, support staff, and program managers. Manages the day-to day operations of the Health, Food and Agriculture Resilience Directorate (HFARD) and provides administrative and technical oversight to divisions and personnel within the directorate.
Develops staff performance plans and provides periodic performance reviews and assessments. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Approves all short-and-long-term leave requests. Recommends awards and personnel actions (appointments, promotions, reassignments, etc.). Resolves employee's complaints and grievances, referring only problems of a more serious nature to higher level officials.
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training.

Qualifications
Basic Requirement
This position has a basic requirement of possession a bachelors or graduate/higher level degree in a major study in an academic field related to the medical field, health or veterinary sciences or allied sciences appropriate to the work of the position (examples include: Health Education, Community Health Education, Public Health, Health Promotion/Adult Fitness, biological, veterinary medicine, other health sciences). The degree must be from an accredited body recognized by the U.S. Department of Education at the time the degree was obtained
A graduate or higher/level degree is highly desired.

Specialized Experience
To qualify for this position, you must possess at least one year of specialized experience equivalent to the GS-13 grade level in Federal Service or private sector equivalent experience. For this position, specialized experience is defined as:
Leading complex programs, projects and policies that enhance resilience to the health impacts crises.
Implementing decisions on work problems presented by subordinate supervisors.
Evaluating subordinate supervisors and serving as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.
Managing day-to-day operations of high-performing organization including budget, staffing and work allocation.
Serving as a senior-level authoritative representative in engagements with executive interagency leadership.

Time-in-Grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
