This Director position is located in the Bureau for Management, Office of Management Policy, Budget and Performance (M/MPBP) at the U.S. Agency for International Development (USAID) headquarters in Washington, DC.

Duties

Working under the general direction of the Deputy Assistant Administrator (DAA/M), the incumbent directly supervises the Management Bureau's central unit for budget planning and implementation; policy formulation, rule making, partner vetting, exchange visitor visa compliance; operational performance monitoring and improvement, business process analysis and customer experience; risk, safeguarding and compliance; the Agency accountability mechanism official; administrative support services for the M Bureau and manages the Bureau's program and operating expense (OE) budget. Has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations. Primarily responsible for the direction and management of large-scale agency programs and operations to efficiently achieve specified goals and objectives. Specifically, the incumbent oversees the formulation of the Bureau's annual budget submission, justification, execution and reporting for operating expenses and program funds, and manages the Agency's operating expense (OE) budget. The incumbent manages the overarching framework of the President's Management Agenda for the Agency, the Management Operations Council and ensures that the staff of the office support the Agency Sustainability Officer and the Agency Performance Improvement Officer.

The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. TECHNICAL QUALIFICATIONS - MANDATORY You will be evaluated on the following Technical Qualifications: TQ1 - Demonstrated knowledge of management principles, concepts, methods and evaluation techniques related to budgeting. Experience leading the formulation and execution of complex multi component operational and program budgets and the relationship of those budgets to other management resources such as workforce, infrastructure and technology budget planning and implementation of operational management policies for a national or international agency or organization. This includes assessment of impact and results achieved through both operational and program budgets, what cannot be achieved if budgets are cut and what can be achieved with additional budgetary resources. Experience leading the development of results based , budget and workforce utilization requirements pertaining to Organization Strategic Plans and Performance Reports. TQ2 - Demonstrated experience using an agency's management and operational principles, performance methods, and risk management planning, to analyze organizational and operational problems and develop solutions for new and complex initiatives. Demonstrated experience reducing administrative and bureaucratic burdens related to Agency or Organizational level policies and procedures that impact an organization's management operations. Demonstrated experience drafting new policies and operational strategies in addition to adjusting agency policies and strategies to achieve Agency goals.
