This vacancy is for an Administrative Specialist in the International Trade Administration within the Department of Commerce.

Duties

As an Administrative Specialist, you will perform the following duties: Perform special projects on behalf of the offices as directed by the supervisors that require using a wide variety of benchmarking practices to enhance current procedures or to implement procedures that will enhance the operations of the offices. Write important correspondence for supervisor signature on matters for which decisions have been made but which require discretion and judgment in preparation and a non-technical knowledge of supervisor opinions and conclusions, as well as knowledge of the programs and projects of the organization and previous activities and actions of the supervisors. Produces related reports and files. Assist office staff with travel arrangements and reviews travel authorizations and vouchers. Prepares supervisor travel vouchers, ensuring compliance with governing regulations. Provide procurement and acquisition support to the offices. Reconciles transactions to maintain accurate records, purchases office supplies. Prepares detailed budget estimates, justifications, and yearly budget execution plans for the offices; compiles budget projections; monitors budget obligations and expenditure of funds; fills out various budget forms. Serve as the offices' administrative specialist in support of all administrative functions for the office staff and interact with individuals and organizations within and outside the Federal Government. This Job Opportunity Announcement may be used to fill other Administrative Specialist GS-0301-12 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Experience in providing administrative services not limited to management and information systems, procurement, personnel, records and files; and Experience facilitating formal meetings to include planning itineraries/programs and preparing travel arrangements; and Experience with written and oral communications sufficient to prepare and present findings and recommendations, carry out specific action regarding controversial issues, and develop material for use in public speaking engagements.
