THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Supervisory Joint Operations Center Technician, Position Description Number D1244000 and is part of the DCSOPS Plans Ops Military Support Branch of the Vermont Army National Guard.

Duties

The purpose of the position is to effectively manage, direct and oversee the operation of the Joint Operations Center processes. Coordinates as necessary with all applicable base agencies, higher headquarters major commands, Federal, state, and local agencies. Employee makes assignments, implements mission changes, ensures the work of the joint operations center is carried out in an efficient and timely manner, and oversees all command and control training programs. Serves as the joint operations center subject matter expert for all joint operation activities. (1) Establishes local command and control policies and directives in accordance with Federal, state and local agencies. Informs the Adjutant General or designated staff members on the status, progress, problem areas, shortfalls, and limitations in the joint operations center. Recommends solutions to ensure mission accomplishment and that Federal, state and local agency objectives are achieved. Responsible for writing mission plans in support of the joint operations center missions. Oversees the development of all local Quick Reaction Checklists (QRCs), Staff Operational Reporting Procedures (SOPs), and Joint Operating Instructions (JOIs) to meet the Adjutant General's mission and reviews periodically for sufficiency and updating. Serves as the joint operations center subject matter expert for all joint operations planning activities. Maintains a publication and forms library of essential hardcopy documentation and an electronic copy of the required library items for a backup. Manages and supervises the daily activities of the joint operations center, console operations, administration, and training. Responsible for personnel as it pertains to employee safety, joint operation center procedures, and work practices within the JOC. (2) Ensures adequate protection and procedures are in place to safeguard resources, to include the physical security of the joint operations center, the Crisis Action Team (CAT) and mission critical support systems. Serves as the Communications Security (COMSEC) Officer for the joint operations center COMSEC user account. Periodically reviews, validates, and projects COMSEC requirements to ensure required materials are in place to support the evolving missions. Ensures personnel are properly trained in the procedures, use, destruction, and security of classified COMSEC information and materials. Ensures the joint operations center complies with operational, communications, transmission, and computer security requirements. (3) Participates in the direction of operational events and briefs the Adjutant General or his designated staff members on all significant actions taken by the joint operations center. Informs the Adjutant General on the status, progress, problem areas, shortfalls, and limitations in command and control and recommends solutions to ensure mission accomplishment and national objectives are achieved. Directs recall of base personnel as required. Coordinates with other agencies in the development of all reference guides, checklists, and displays utilized by the CAT. Provides administrative support to track and log CAT events. (4) Manages all aspects of joint operations center operational reporting. Oversees the operational control and accountability of the JOC and CAT facility to ensure proper utilization of resources. Manages changes as a result of directives, to include the proper installation of new or upgraded systems and equipment. Develops initial budgetary requirements, programs available dollars, and identifies unfunded requirements to support joint operations supplies, equipment, and training. (5) Plans the work activities of assigned personnel, assigns general and specific tasks for the accomplishment of the mission, and plans the work schedule to support operational events on a 7-day per week/24-hour basis to include the scheduling of personnel leave. Develops work performance standards, and evaluates the work performance of subordinates through performance appraisals and/or efficiency ratings. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the unit and recommends selection of personnel. Indoctrinates new employees, and ensures personnel complete all training and certification requirements applicable regulations. Takes affirmative action with consideration of Equal Employment Opportunity (EEO) in all aspects of personnel actions. Hears and resolves complaints from employees, and refers group grievances and more serious unresolved complaints to supervisor. Effects minor disciplinary measures, such as warnings and reprimands and recommends other action on more serious cases. Makes recommendations to commander of subordinates for reassignment, commendations, and promotions. (6) Performs other duties as assigned.

OPEN AREAS OF CONSIDERATION: AREA 1,2,3 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Army National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard. Military Grades: Officer (2LT/O1-MAJ/O4), Warrant Officer (WO1-CW5) MINIMUM REQUIREMENTS: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 30 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience preparing written communications and oral presentations. SUPERVISORY EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
