The position is located in the Office of the State Conservationist (STC), within one of the state offices of the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA).
The incumbent serves as the Supervisory Business Manager responsible for managing a unit within the state, integrating conservation strategy/planning and financial, personnel, and other resources and business and locally-based administrative services.
Duties
Provide supervision, direction, and management of a subordinate staff consisting of the Financial Resources Specialist, the Business Services Partner, and other professional, administrative, or clerical positions as allocated within the state office.
Exercise responsibility for reviewing and assessing performance and accountability of conservation programs and operations.
Direct various business advisory and support functions, to include coordinating national rollouts of conservation, business or administrative initiatives with the senior leadership team and state staff, such as enterprise business tools.
Participate in state leadership team meetings and serve as a spokesperson for the state's conservation and office operations, and administrative areas, including policies, status, accomplishments, and planned activities.
Supervise and oversee the preparation and issuance of guidance and standard operating procedures for state business operations and locally based administrative services.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
Reviewing and assessing performance and accountability of conservation programs and operations, including tracking and reporting on progress in achieving goals and objectives;
Overseeing and coordinating efforts to integrate and link conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources necessary to accomplish the mission responsibilities of an agency;
Coordinating and collaborating with managers and staff to ensure integration of conservation strategy, resource management, and business services with other programs and activities within the organization; and
Presenting information to the leadership team on linkages between utilization of financial resources and conservation outcomes.
