About the Position: Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
Duties
Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.
Lead or support coordinated incident response efforts, including containment, eradication, and recovery.
Provide on the job training on Certification and Accreditation processing and standards, privileged user account processing, incident response, and handling all other Information Assurance Policy Management tasks.
Participate in the development and enhancement of installation-wide incident response policies, procedures, and guidelines in alignment with federal regulations and best practices.
Maintain situational awareness of the government’s cyber security posture and emerging threats.
Conduct quality management reviews to evaluate the effectiveness of security controls.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Personnel assigned to this position must obtain the appropriate baseline security and computing environment certifications within six months of being assigned and maintain the certification throughout their employment in this position.
- This position requires potential shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Basic Requirement for Information Technology Cybersecurity Specialist, GS-2210-11:
Experience: Information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) demonstrating each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work that sometimes requires editing by others, or requires review prior to completion.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions or complaints; asking appropriate questions to clarify information about issues, escalating non-routine issues to the appropriate individual, team, or organizational group; and responding to inquiries in a timely manner and keeping customers informed of status and status changes.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: providing answers to routine inquiries in a clear, concise, and organized manner; actively listening to others, paying attention to verbal and non-verbal cues and listening for misunderstanding and misinterpretation.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: making routine decisions independently, where there is a standard process; identifying problems or inefficiencies in work processes and activities and recommending solutions; recognizing situations when further guidance is needed from senior colleagues or supervisors.
In addition to the basic requirement, you must also demonstrate that you meet the specialized experience OR education requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Monitoring and analyzing security alerts, logs, and reports to identify potential security incidents; 2) Assessing and triaging security alerts to determine the scope, severity, and potential impact of incidents; 3) Conducting thorough forensic analysis to determine the root cause, extent, and attribution of security incidents; 4) Implementing and integrating risk management procedures; AND 5) Preparing detailed incident reports, documenting evidence obtained during investigation, malware characteristics where applicable, and any identifying weaknesses or misconfigurations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
