The primary purpose of this position is to serve as a Quality Assurance Person (QAP) for the Vehicle Contract Management Branch within the Logistics Readiness Division, which includes monitoring and evaluating contractor performance and administrative work as required in the administration of the contract Performance Work Statement (PWS).

Duties

Position Duties: Performs as functional expert for all matters relating to the Vehicle Operations and Maintenance contract and is responsible for the objective evaluation and documentation of contractor performance in accordance with the Performance Plan. Acts as technical expert and provides guidance and problem resolution concerning matters relating to the Vehicle Operations and Maintenance function. Develops and prepares the Performance Work Statement, Performance Plan and Inspection Checklists for the work to be performed by a contractor providing Vehicle Operations and Maintenance service to the Government. Maintains current knowledge of events, technology, organizational policies and procedures which impact current responsibilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Transportation Specialist series, 2101 and Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in transportation areas such as: principles, concepts or methodology related to transportation services such as quality assurance/control concepts, principles, practices, methodology and skill to plan, develop, and implement performance objectives to evaluate contractor's services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completion of a master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree. Degree must have a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: You must submit transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the specialized experience and education described above. Note: only graduate education in excess of the first year may be used to qualify based on combination of education and experience. NOTE: You must submit transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of principles, concepts and methodology related to vehicle maintenance and operations. Knowledge of quality assurance/control concepts, principles, practices, methodology, and skill to plan, develop, and implement performance plans to evaluate the contractor's compliance to contractual quality requirements. Ability to operate and analyze contractor inputs into all modules within the On-Line Vehicle Interactive Management System (OLVIMS). Practical knowledge of automotive maintenance skills and test procedures. Agility to collect data, interpret specialized documentation and descriptions, conduct and record surveys and inspections, and analyze and evaluate findings to make decisions/recommendations. Skill in analyzing and interpreting technical manuals and technical data. Ability to plan, organize and reprioritize work to meet changing deadlines. Skill in identifying and analyzing a variety of technical problems and developing sound solutions. Skill in effectively communicating, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
