The primary purpose of this position is to serve as a Contracting Officer Representative (COR) for the Transportation functional area within the Logistics Readiness Squadron, which includes monitoring and evaluation of contractor performance and administrative work as required in the administration of contractor Performance Work Statements (PWS).

Duties

DUTY 1: Performs as functional expert for all matters relating to the Deployment/Distribution and Vehicle Management (DDVM) contract and is responsible for the objective evaluation and documentation of contractor performance in accordance with the Performance Plan. DUTY 2: Acts as technical expert and provides guidance and problem resolution concerning matters relating to the Ground Transportation and Vehicle function. DUTY 3: Develops and prepares the Performance Work Statement, Performance Plan, and Inspection Checklists for the work to be performed by a contractor providing Ground Transportation and Vehicle service to the Government. DUTY 4: Maintains current knowledge of events technology, organizational policies and procedures which impact current responsibilities. DUTY 5: Performs evaluations, inspections, analyses and documentation of the contractor's work and performance to determine compliance with the Performance Work Statement (PWS).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Transportation Specialist Series, 2101, and Group Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in transportation areas such as: principles, concepts or methodology related to transportation services such as, small air terminal, household goods, or air/surface freight operations; or quality assurance/control concepts, principles, practices, methodology; or skill to plan, develop, and implement performance objectives to evaluate contractor's services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Completion of a Master's degree or 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree or LL.B or J.D, if related, to the position being filled; Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: a combination of experience and education as described above. Only graduate level experience in excess of the first year can be considered when combining education and experience. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of traffic management, air transportation and logistics policies, principles, practices techniques, regulations and authorities. Knowledge of quality assurance/control concepts, principles, practices, methodology and skills to plan, develop, and implement performance plans to evaluate the contractor's compliance to contractual quality requirements. Ability to identify, analyze, and translate complex information, make appropriate judgements, and evaluate options concerning transportation operations and movement of material. Knowledge of automated data systems supporting transportation and logistics functions and programs. Ability to collect data, interpret specialized documentation and descriptions, conduct and record surveys and inspections, and analyze and evaluate findings to make decisions/recommendations. Skill in analyzing and interpreting technical manuals and technical data. Ability to plan, organize and reprioritize work to meet changing deadlines. Skill in identifying and analyzing a variety of technical problems and developing sound solutions. Skill in effectively communicating clearly and concisely, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
