This position is located in the United States Department of Agriculture (USDA), Office of the Director, Office of Human Resources Management (OHRM) with one vacancy in Washington, DC. The incumbent serves as the Chief of Staff in OHRM for providing vision, leadership, planning, project coordination and management for the development and implementation of cost-effective policies and guidelines to meet current and future business needs of OHRM.

Duties

On behalf of the Chief Human Capital Officer, ensures timely resolution of high level, high priority, urgent and/or controversial issues, problems or situations. Manages the day-to-day operations of the OHRM, including strategic management of the CHCO’s staff and the CHCO’s time. Serves as the Office of Human Resources Management’s lead on budget planning, execution, tracking, and reporting. Prepares financial projections, monitors obligations and expenditures, prepares status of funds reports and fulfilling requests for information by the Office of the Chief Financial Officer. Plans and schedules ongoing work, adjusting staffing levels and resource allocations when necessary to achieve work goals and objectives. Analyzes and evaluates policy and program operations to ensure appropriate emphasis on the Chief Human Capital Officer’s program goals and on the accomplishment of broad policy objectives. Meets with other government representatives, program participants, etc., to determine program trends or weaknesses which may affect the Administration’s policies. Serves as lead on preparing the Office of Human Resource’s contributions to USDA Strategic Plan, performance plans and reports. Directly supervises staff in the Office of the Director and provides both administrative and technical guidance in support of program requirements and goals. Establishes and maintains effective working relationships with other Federal organizations, state and local governments, agribusiness representatives and other groups and individuals.

  • Subject to one year managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Chief of Staff. For this position, the specialized experience is experience 1) Providing leadership in and around common Human Resources (HR) functions and operations; 2) Providing recommended courses of action concerning HR senior officials; and 3) Serving as an organization's HR office point of contact on sensitive or confidential matters, inquiries, or initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitution for specialized experience at the GS-15 grade level.
