About the Position: Incumbent will Serve as Program Analyst in the Directorate of Emergency Services. Incumbent is responsible for providing a variety of program support functions. Performance of duties requires a high level of analytical ability; a comprehensive knowledge of the processes and principles of assigned programs.

Duties

Performs personnel management functions within the DES. Provides guidance and advice to the DES Operations Officer concerning numerous personnel programs Interprets and implements Department of the Army (DA), Department of Defense (DOD) regulations Researches and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended Monitors the management of records in the organization and assures file maintenance and updates are conducted regularly Manages publications and forms accounts requiring a SECRET clearance. Utilizes manpower information maintains Directorate Manning Roster; including numbers of direct and indirect personnel, personnel strength, position titles, organizational structure, the TDA

Specialized Experience: One year of specialized experience which includes overseeing personnel support of civilian employees, providing oversight and accountability for personnel related actions, managing a Directorate of Emergency Services (DES) personnel security program, monitoring records for an organization, assuring file maintenance and updates to records are conducted regularly, Managing publications and forms accounts and executing a DES Administrative Management Program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business or finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Cost Benefit AnalysisOral CommunicationOrganizational Performance AnalysisPerformance MeasurementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
