The position is in the Department of Veterans Affairs, Veterans Health Administration. This position functions as Administrative Officer for the Department of Nursing Perioperative Services, Phoenix VA Medical Center, and is responsible for coordination and monitoring of all Nursing Perioperative administrative programs. They apply analytical and evaluative skills with specialized principles and practices of management to advise, collaborate, and carry out responsibilities of the position.
Duties
Duties include, but may not be limited to the following:
Oversees and facilitates the administrative management for Nursing Perioperative Services.
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division.
Designs and implements policies, and procedures to manage administrative and personnel related functions.
Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency, eliminate problems, and conform to policy requirements.
Responsible for generating reports, aggregating data, and presenting information in committees, meetings, or board presentations.
Provide full staff assistance on administrative matters.
Ensures that Nursing Perioperative Services meets accreditation standards for the Joint Commission.
Reviews, plans, and recommends actions to be taken.
Provides professional and administrative advice, support, and assistance to all customers with a view to accomplish the mission of Nursing Perioperative Services and the Medical Center.
Performs service performance improvement monitoring and other service-related performance measures.
Reviews, analyzes, and interprets incoming requests, recommends appropriate actions, or suggest alternatives based on knowledge of internal operations, agency policies, and budgetary constraints, and business needs.
Responsible for the completion of suspense's assigned by the PVAHCS Department of Nursing as demonstrated by well-developed organizational skills.
Tracks all Perioperative program progress toward meeting all mandatory Perioperative Services requirements, follows up with staffto ensure 100% compliance of the department.
Reports any deficiencies which cannot be resolved to the Chief Nurse Perioperative Services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division. Compiles information and prepares administrative reports for management briefings and for sharing with work groups. Assists in preparation for various visits such as, Office of Inspector General (OIG), Center for Disease Control (CDC), Department of Health and Environmental Control (DHEC), Occupational Safety and Health Administration (OSHA), Joint Commission, etc. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
