The primary purpose of position: Serve as the AFCO Technical Signal Intelligence Lead, responsible for managing the execution of a complex effort to modernize Air Force Technical capabilities, directly supporting the priorities of the Office of the Director of National Intelligence and the Under Secretary of Defense for Intelligence Organizational location of position: Air Combat Command, AF JBSA Lackland, 16th AF, Det 1, AF Cryptologic Office, Director of Operations, Ft. George G. Meade, MD

Duties

DUTY 1: Conducts and oversees the most complex collection of technical signals intelligence. Serves as the Technical SIGINT Lead and Expert within the Air Force Cryptologic Office Directorate of Operations (AFCO/DO) at Fort Meade (50-80% of the time). Also serves as the Technical SIGINT Subject Matter Expert and adjunct staff member to the HAF A2/6 in the Pentagon or at Joint Base Anacostia-Bolling (20 - 50% of the time). DUTY 2: Serves as a senior technical authority on issues for two General Officers and an SES civilian. DUTY 3: Develops and presents capabilities to a wide variety of service, national and coalition customers. As a senior leader within AFCO DO will support the management of two subordinate branches, comprised of military, civilian and contract personnel. DUTY 4: Assists in the development of cryptologic operations requirements and policies. Serves as the Air Force representative to NSA cryptologic operations and capabilities development and implementation boards.

  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • Position to be performed at Split duty locations 50% - 80% located at Air Force Cryptologic Office (AFCO), 16th Air Force, DET 1, Ft. George G. Meade, MD. 20% - 50% located at HAF A2/6, Pentagon or Joint Base Anacostia-Bolling.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having the quality level of experience, which demonstrates mastery of and skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Amasses and reviews in detail intelligence data using multi-source expertise from either regional or functional background/training to current and operational intelligence missions. Demonstrates knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Intelligence Community, Joint, DoD structure, organizations and mission/functions, inter- relationships and operations and knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources. 2. Knowledge of a wide range of cryptologic matters, SIGINT authorities, regulations, operations, programs, with emphasis on civil liberties and privacy rights; and practical knowledge of education, readiness, and budget execution concepts, principles, and practices. Knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources. 3. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Ability to communicate effectively, both orally and in writing. Write clear and concise intelligence products and deliver presentations to senior level audiences for decision-making purposes; and quickly assimilate disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
