This position is located within the joint Executive Office for the Office of the Legal Adviser (L) and the Bureau of Legislative Affairs (H) (L-H/EX) which reports to the Division Chief for Management Resources. The incumbent serves as a Senior Human Resources Specialist where he/she is responsible for performing recruitment and hiring-related duties with a particular focus on the staffing of attorneys.
Duties
Serves as the Executive Secretary and continuing L-H/EX member of the Attorney Recruitment Committee.
Works with the Recruitment Committee on the most beneficial, bureau-specific, approaches to the staffing process for
attorneys, law clerks, externs and interns.
Provides comprehensive management advisory and technical services in human resource staffing and position classification matters related to recruitment of attorneys, legal intern/extern positions.
Provides consultative, operational, and policy advice and services to managers for a variety of HR activities.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in three or more human resources functional areas (e.g., recruitment, classification, employee relations, performance management, workforce planning, compensation, awards, and employee benefits).
Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated Human Resources (HR) problems and identifying the most effective approach.
Experience providing technical expertise and consultation services pertaining to the recruitment of attorneys, legal intern and extern positions, and for coordinating programs for the development of interns/externs.
Experience drafting a variety of reports, letters, memoranda, position descriptions, and other correspondence on various human resources management issues.
There is no substitute of education for specialized experience for the GS-14 position.
