This position is located in the Office of the Assistant Secretary for Planning and Evaluation (ASPE), Office of Science and Data Policy (SDP) responsible for providing policy advice and conducting policy research and evaluation regarding science, technology, or data policy issues.

Duties

The incumbent of this position serves as an associate deputy to the Deputy Assistant Secretary for Planning and Evaluation/Science and Data Policy (DASPE/SDP) providing executive leadership, direction, and coordination of the Department's science and data policy development and implementation. The incumbent acts on behalf of the DASPE/SDP and the ASPE in meetings and other situations with senior officials of the Department, other Federal agencies, the Congress, and other public and private entities. The incumbent's principal focus is on development and assessment of preparedness, public health, science and data policies for health and human services programs. In addition, he/she serves as an advisor to the DASPE/SDP and the ASPE on departmental preparedness, public health, science and data policy matters, including those concerning public and private services, legislation, research and regulation. Incumbent also has responsibility for developing and coordinating implementation of research and evaluation plans for the DASPE/SDP and the ASPE for preparedness, public health, science and data policy programs of the Department in order to improve program effectiveness and efficiency. The incumbent is responsible for identifying the best practices, innovations, and developing methods for ensuring their adoption in appropriate Department programs. Tracks the achievement of established goals and objectives. The incumbent works with the DASPE/SDP to develop and monitor operational and policy goals and objectives for the Office of Science and Data Policy and supervises the functioning of staff elements in meeting these objectives. The incumbent supervises the development and execution of budgets and other resources plans related to these goals and objectives for the DASPE/SDP and the ASPE. The performance of the duties and responsibilities of this position requires a full knowledge of and responsiveness to the views and the policies of the Secretary, Deputy Secretary, and the Assistant Secretary for Planning and Evaluation. There must be a close relationship with the DASPE/SDP and the ASPE. Requirements

  • Must meet Mandatory Technical Qualifications and Executive Core Qualifications.
  • Must complete one year SES probationary period if not previously covered.

  • Appointment will be subject to the applicant's successful completion of a Secret security investigation and favorable adjudication. All information concerning qualifications is subject to investigation.
  • If selected, the candidate must receive approval from OPM's Qualifications Review Board in order to be appointed to the SES.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show IN YOUR RESUME that you possess the Fundamental Competencies, Five Executive Core Qualifications (ECQs) and Job Specific Mandatory Technical Qualifications (MTQs) listed below. This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume. Professional/Technical Qualifications (PTQs): 1. Ability to analyze and develop policy and regulatory options for program implementation providing leadership, strategic direction, and oversight for science policy, technology, or data policy resources and initiatives related to health. 2. Ability to plan, direct and conduct policy research, analysis and evaluations concerning HHS public health and health science-oriented programs and policies. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.
