Joining the Secret Service, Office of Training, James J. Rowley Training Center will allow you to lead a team of specialists responsible for providing training to develop the technical and analytical competencies needed for proficiency for all USSS employees. You will have the opportunity to impact the ability of the Secret Service to foster a high-quality workforce through the development, administration, and coordination of training programs.
Duties
The selectee will serve as a Supervisory Instructional Systems Specialist in the Office of Training. Typical work assignments include:
Designing, developing, and delivering instructional content, learning activities, and other solutions to support the acquisition of required competencies for job and task proficiency.
Conducting job analysis and training needs evaluation to facilitate the development and delivery of instruction.
Identifying, evaluating, and selecting a variety of training vendors whose courseware, methodology, and delivery strategies align themselves with the training needs of individuals within the organization.
Gathering information to evaluate, design, construct, enhance, verify, and/or justify plans, proposals, and objectives for the agency's training strategies.
Advising, counseling, or instructing employees on both work and administrative matters.
Qualifications
Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below
Basic Requirement:
You must possess a bachelor's or higher degree from an accredited college or university that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material;
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness;
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments;
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training; and
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
AND
Specialized Experience:
You qualify for the GS-14 level (starting salary $139,395.00) if you possess one year of specialized experience comparable in scope and responsibility to the GS-13 level performing the following duties:
Developing instructional content to facilitate the development of key competencies in employees;
Conducting evaluations of training operations to ensure program effectiveness;
Participating in the creation of standards for employee performance; and
Creating online courses, learning materials, and/or interactive activities utilizing knowledge of adult learning theories, communication skills, and other instructional design approaches.
