This Instructional Systems Specialist position starts at a salary of $82,764.00 (GS-11), with promotion potential to $128,956.00 GS-12.

Duties
The selectee will serve as a/an Instructional Systems Specialist in the Office of Training. Typical work assignments include:
Developing and designing systems for the evaluation of training programs; identifies areas of deficiencies within the training program and recommends corrective action.
Developing and designing new or revised course curriculum, training aids, instructor manuals, tests and measurement devices and evaluation criteria to measure class performance.
Conducting analysis of occupational areas, jobs or organizational missions to determine requirements for revision of existing instructional systems or development of new training programs.
Developing listings of the duties, task, and elements necessary to perform jobs and identifies tasks requiring formalized training. Analyzing existing courses and selects instructional materials and setting.
Qualifications
Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below
Basic Requirement:
Have successfully completed a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

AND
Specialized Experience:
You qualify for the GS-11 level (starting salary $82,764.00) if you possess one of the following:
GS-11: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Developing components of employee training or development programs in order to support training delivery;
Collaborating with Subject Matter Experts (SMEs) on development of training program objectives; and
Reviewing curriculum to recommend improvements to training programs.
OR
You have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree; or successfully completed a Ph.D.; or LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.
OR
You have less than one year of experience as described above and less than 3 years of graduate level education as described above. However, you have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Note: Only graduate education in excess of the master's level [generally 36 semester hours] may be used in this calculation.
GS-12: You qualify for the GS-12 level (starting salary $99,200) if you possess one year of specialized experience comparable in scope and responsibility to the GS-11 level performing the following duties:
Collaborating on the planning or design of employee training and/or development programs;
Reviewing training and/or development programs to recommend improvements; and
Analyzing occupational areas or jobs to determine training needs.
