This position is located at the Alaska VA Healthcare System (AVAHS), Anchorage, AK, Facilities Management Service (FMS). The primary purpose of this position is to participate in the development of comprehensive facility maintenance strategic plans and contract vehicles, perform quality assurance evaluator (QAE) functions, and perform contract administration functions related to the surveillance and inspection of services provided by maintenance and repair, etc.
Duties
Duties include, but are not limited to:
Assist in planning, engineering management, operation, and overall coordination; and for providing advice, assistance and information on all matters related to assigned conventional projects of moderate complexity
Coordination of project work requirements with other technical and administrative elements within the agency
Provides engineering services associated with job order contracting and construction to include evaluating requirements; establishing scope of work; reviewing design criteria; and estimating design time and costs; accomplishing study/design requirements; and preparing/coordinating design packages for renovations, repairs and or alterations.
Reviews and checks technical aspects such as drawings, specifications, quantities, costs, accuracy, completeness, and conformity with requirements for planned projects where precedence has already been established
Monitors drawings and the methods used in their preparation. Attends meetings with pertinent personnel to evaluate progress and reviews completed work
Participates in projects of a broad and complex nature requiring approval of advanced engineering concepts by senior staff members
Uses a range of analytical techniques, statistical methods, industrial, and quality engineering tools to collect baseline information that identifies limitations or potential improvements
Serves as a central point-of-contact for status of all engineering work requests of a short-term nature
Develops statistical data to provide management with customer support trends; maintains a working file of reference material used in the analysis process; and compiles information to improve planning and estimating techniques.
Plans workload, sets work priorities and deadlines, and coordinates work operations among services and facilities to complete operations or provide services.
Analyzes work requirements and determines staff resources, equipment, and other resources needed to accomplish work assignments, and makes adjustments and changes to increase productivity as deemed appropriate
Oversees contracted engineers, architects, and construction contractor's work.
Reviews, interprets and implements Quality Assurance Evaluator/Contracting Officer's Technical Representative (QAE/COTR) directives and requirements
Interact with facility engineers, outside contractors and engineers to prepare detailed cost estimates for competitively bid construction projects, maintenance and repair work.
Lead the furniture acquisition and installation process

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirement: All applicants, regardless of grade level must meet minimum requirements. To be acceptable, experience in a trade or craft when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. OR Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying technical engineering support using standard construction methods, techniques, and practices to develop drawings for architectural, mechanical, electrical, radiology, water treatment, and telephone equipment utilizing Computer-Aided Design Drafting (CADD) for cost estimates, preliminary designs, and structural maintenance. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two full years of graduate education or a master's degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level.

Physical Requirements:
Physical demands are significant. The incumbent must be able to climb, push, balance, stoop, kneel, crouch, crawl and reach during normal inspection procedures. The incumbent must also be able to move furniture using supplied lifting devices.
