The Postal Regulatory Commission has an exciting employment opportunity for a highly motivated person with empirical skills and interest in the rigorous application of economics and data analysis.
Duties
The Data Analyst PRC-3 will be responsible for:
Update and maintain datasets using automated software programs.
Using advanced analytical tools and techniques, collect and analyze data from large databases and develop new datasets for Commission analysis.
By using modern data visualization techniques help develop internal and external dashboards with charts and maps, which would also provide an opportunity to create reports.
Perform the analysis to determine and measure the reliability, accuracy, and validity of data.
Review data for source accuracy and refine into usable format; identify and substantiate reporting disparities regarding changes, trends, or circumstances not readily evident from the data retrieved.
Develop/formulate summaries, and substantive analysis utilizing various source data collection systems to assess overall quality.
Develop graphic representations of data in various reports and Commission orders.
Review and analyze historical data to determine relevancy of data as well as model fit to a specific application.
Summarize data analysis for Commission reports/orders.
Consolidate and communicate the results of analysis to diverse audiences.
Review and evaluate complex data systems related to Postal data on costs, revenue, volume, productivity, and service performance.
Assist in the replication and auditing of quantitative analyses of Postal data and provide recommendations to senior staff based on findings.
Assist in providing advice to the Commission on matters pertaining to Postal data, including, but not limited to, statistical studies and survey data, cost data, databases of service units compiled for specific operations, quantitative and qualitative reports, and special analytical studies.
Assist in developing responses to information requests from Congress, the Postal Service, mailers, and/or the general public.
Requirements
- Citizenship Requirement: You must be a U.S. citizen or national to be eligible for this position.

Qualifications
Successful candidates will have the following qualifications:
Knowledge of quantitative analytical and research techniques
Skill in collecting data and analyzing large databases
Ability to effectively communicate technical concepts both verbally and in writing
Knowledge of data visualization techniques
Ability to access reliability and accuracy of data
Ability to present and explain analytical results to groups of people
Ability to organize time and tasks to successfully complete activities by the due date
Ability to collaborate with other analysts and attorneys in a team
Ability to apply quantitative analytical methods and critical thinking to problem solving
Willingness and ability to learn about Postal Service market, products, mail classification system, and operations.

Education
Successful completion of a course of study in an accredited college or university leading to a bachelor's or higher degree in a quantitative field (e.g., mathematics, engineering, business, operations research, science, economics) that included four higher level courses in quantitative analysis.
