The primary purpose of this position is to: Serve as the Department of Homeland Security (DHS) Incident Management Planning Team (IMPT) Liaison, NORAD and USNORTHCOM Washington Office (N-NC/WO) on a broad spectrum of organizational, managerial, and technical issues related to Homeland Defense (HLD) and Defense Support to Civil Authorities (DSCA) operations.
Duties
INTERAGENCY INTEGRATION - As the forward planning and capabilities integrator, incumbent assists the N&NC/J5 Director in performing their role as the operational synchronizer for Homeland Defense (HD) in coordination with DHS and other interagency mission partners.
COMMAND REPRESENTATIVE - Represents N&NC in a wide range of senior level conferences, key meetings, study/workgroups, committees, war games, exercises and other forums at various working groups with functional or multidisciplinary Homeland Defense (HD) and/or interests that involve policy and planning efforts of the interagency community.
INFORMATION SHARING - Establishes communication with key N&NC staffs to assure the flow of information is coordinated and relevant during meetings with internal and external HD and interagency entities.
CONTINGENCY OPERATIONS - The Senior Plans, Policy, and Strategy Analyst supports operations at DHS and, if necessary, other DOD/interagency locations during contingencies.

- A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive clearance as a condition of employment.

Some TDY is required. Work for this position may occasionally require travel away from the normal duty station. The employee may be required to travel by commercial or military aircraft, commercial or government ground transportation in the performance of duties.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of pertinent national interagency and Department of Defense (DoD) HD programs, regulations, policies and precedents in order to identify key concerns and to effectively anticipate, advocate, and shape issues that impact the Command; mastery knowledge of qualitative and quantitave evaluative techniques and methods to analyze progress in achieving strategy and advise the Director on necessary changes; this analysis frequently requires a team effort with interagency partners.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge regarding the laws, regulations, programs, practices, roles, missions, techniques, and key processes related to Homeland Security (HLS), DoD HD and DSCA communities and the national interagency network.
Expert knowledge of DoD/Joint Staff Directives, regulations, and procedures as it pertains to Homeland Defense.
Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of staffing standards covering complex programs.
Skill in analyzing, planning, and adjusting work operations of organizational segments to meet program requirements and objectives within available resources.
Ability to communicate effectively both in writing and orally.
Skill in planning, gathering, organizing, and analyzing data, conducting assignments, as well as the ability to justify or resolve matters involving significant or controversial issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
