This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Assistant Attorney General (OAAG). OJP's mission is to increase public safety and improve the fair administration of justice across America through innovative leadership and programs. This position serves as a Senior Policy Advisor on Culturally Specific Communities, reporting to the Deputy Assistant Attorney General but advising all of OJP's executive leadership.

Duties

Serves as technical expert, exercising independence and judgment in developing and maintaining effective working relationships with various stakeholders in Tribal, state and local governments, criminal justice stakeholders, victim service providers and culturally specific organizations to gain a better understanding of their interests and needs and to communicate and disseminate information about OJP funding opportunities, programs, tools and activities. Serves as subject matter expert and organizational spokesperson at public meetings, formal and informal briefings, workshops, conferences and intra- and interagency working groups on issues related to domestic violence, dating violence, sexual assault and stalking in culturally specific communities. Advises on the development of grants management policies, regulations, procedures, and practices for disbursing grant funds based on authorizing statutes, analysis of problems presented by grantee(s) for interpretation and knowledge of national, Tribal, state and local issues and resources to ensure grants management rules and regulations are followed and applied consistently. Builds and implements strategies to increase access to grant funding for culturally specific and community-based organizations serving historically marginalized and underserved communities, including through outreach, peer reviewer recruitment and peer review structure, capacity building, development of funding opportunities, improving language access, and through interagency partnerships.

Qualifications

Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-14 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Identifies emerging needs and trends relating to victimization from domestic violence, sexual assault, dating violence and/or stalking in culturally specific communities. Advises on the administration of grants related to culturally specific services, including grant activities, special initiatives and cooperative agreements, and contracts with culturally specific organizations. Develops policies related to culturally specific services of broad applicability and agency or organization-specific implementation procedures to ensure grants management rules and regulations are followed and applied consistently. Advises on policies, legislation, implementation of laws and other issues relating to domestic violence, dating violence, sexual assault and stalking in culturally specific communities.
