The Richard L. Roudebush VA Medical Center is looking for an Deputy Chief for the Quality, Safety, and Value (QSV) Service in Indianapolis, Indiana. Duties

The Deputy Chief, QSV works independently under the Chief QSV, providing leadership and guidance to develop, implement, refine, and maintain a comprehensive program at the health system level to evaluate the quality of patient care, improve the quality of patient care, evaluate the appropriateness and timeliness of services, and meet all accreditation standards or other requirements from Joint Commission, the Inspector General and other external and internal regulatory/accreditation organizations. Is responsible for planning, organizing, initiating, and directing quality management functions for Roudebush VAHCS including Systems Redesign, Accreditation (Joint Commission and CARF), Risk Management, External Peer Review, Utilization Management, VASQIP, Patient Safety, High Reliability, Infection Prevention, Safe Patient Handling, hospital policy management, and the Controlled Substance Program. Assures the development, organization, and implementation of a QSV organizational structure for the medical center and is recognized as a hospital expert on performance measures, quality management programs, and philosophies. Functions very independently and must demonstrate the ability to coordinate activities with a wide diversity of high-level employees such as service chiefs, physicians, nurses, and administrative officials. Serves in a direct advisory capacity to QSV staff in the organization and development of a comprehensive program that is designed to meet Joint Commission standards. Is responsible for providing leadership and guidance to develop, implement, refine, and maintain a comprehensive quality management review program at the Roudebush VAHCS state-wide level to evaluate the quality of patient care, improve the quality of patient care, and evaluate the appropriateness and timeliness of services provided. Serves as a principal advisor to senior management in the development of a total quality/performance improvement program and provides periodic reports on the status of the program as it develops. Works closely with the Chief, QSV, Director, Chief of Staff, Associate Director, Associate Director/Patient Care Services, and other senior clinical and non-clinical executives as an advisor and coach in quality principles, employee involvement, quality tools, and performance improvement implementation. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position involves considerable amount of standing, walking, stooping, bending, reaching, lifting, and turning. It requires restraining confused clients, repositioning patients, assisting with transfers from wheel chairs/stretchers and transporting them to other departments or facilities. Mechanical devices are available and are required to be used for heavy or difficult to lift clients. The work may involve pushing or lifting in excess of 50 pounds and going up and down flights of stairs. The position requires visual and auditory acuity at a level to provide safe and effective nursing care. The position requires the nurse to work for periods of time with arms above shoulder level or with neck in a fully flexed or extended position and the ability to physically control or defend against emotionally ill clients. The position also requires ability to work on computers for extended periods of time.
