This position is located in the Division of Risk Management Supervision, Capital Markets, and Accounting Policy Branch of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $275,000. FDIC Corporate Managers (CM) are in the Federal competitive service and not in the Senior Executive Service (SES).

Duties

Supervises and coordinates the activities of personnel assigned to the Accounting Policy Section. Assigns projects and monitors progress of the projects, which have been assigned. Is responsible for coordinating the performance of a wide variety of projects assigned to the Section, which include complex bank supervisory matters involving accounting, auditing, taxation, and regulatory reporting. Identifies emerging accounting, auditing, regulatory reporting, and taxation issues. Develops critical and timely policy guidance addressing these issues for FDIC-supervised and -insured institutions and the Division's examination staff. Assists the Chief Accountant and Deputy Chief Accountant in developing Division policies that relate to these areas. Represents the Division in coordinating new and revised approaches to bank examination and bank supervisory procedures, practices, and methods as they pertain to accounting or regulatory reporting issues on interagency groups. Responds to inquiries related to accounting, auditing, regulatory reporting, taxation, and other examination matters from within the Corporation and from other supervisory agencies, depository institutions, accountants, auditors, and other interested parties. Develops or oversees the development of training programs for Washington and field staff. Develops training materials related to accounting, auditing, regulatory reporting, taxation, and similar issues for examiner training courses and for other conferences, seminars, and webinars attended by examiners, bankers, and/or other parties. Serves as an instructor or guest speaker at examiner training courses and at FDIC and public conferences and other meetings in areas of expertise. Plans, develops, and directs branch-wide programs that are vital to assuring the effective oversight of FDIC insured institutions. Policy and programs developed by the Accounting Policy Section directly impact supervisory operations and increases efficiency of the Division's operations. Accountable for the Section conduct and completion of complex bank supervisory matters involving accounting, auditing, taxation, and regulatory reporting. Reviews exposure drafts of proposed accounting, auditing, and professional ethics pronouncements issued by the Financial Accounting Standards Board, the International Accounting Standards Board, the American Institute of Certified Public Accountants, the U.S. Securities and Exchange Commission, the Public Company Accounting Oversight Board, and other organizations; coordinates with the Chief Accountant and Deputy Chief Accountant in developing the Division's position of these proposals; and prepares or contributes to the Division's response to these documents. Defines new projects to meet Section needs and/ or in reaction to changes. Reviews and assesses the impact of new and/or proposed legislation, changes in depository institution regulations, technological developments, and similar matters, as they relate to the examination process and broader depository institution supervisory functions. Leads the facilitation and/or contributes as a subject matter expert in developing new legislative proposals and agency regulations. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience: Experience leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members. Technical Experience: Experience examining the Accounting and Auditing-related activities of insured depository institutions such as accounting and audit policies, accounting for specific transactions, internal and external audit functions, or internal control over financial reporting. Selective Placement Factor: Candidates must be a Commissioned Risk Examiner in the FDIC or another organization with comparable commissioning criteria used by the FDIC’s Division of Risk Management Supervision.
