The Licensed Professional Mental Health Counselor (LPMHC) will coordinate and manage the administrative and clinical aspects of the Mental Health Clinic (MHC) under Mental Health Service (MHS) at Dayton VA Medical Center. He/she will have responsibility for coordinating interdisciplinary staffing, work assignments, budget, monitoring admission/discharge criteria of the program and treatment services provided.

Duties

DUTIES Duties include, but are not limited, to: Administrative Responsibilities (80% of the time): Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including, but not limited to, visits, referrals, patient demographics, equipment utilization and patient satisfaction. Develops, implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The incumbent supervises a group of employees in the MHC performing work at various GS levels (4 psychologists, 4 advance practice nurses, 4 registered nurses, 4 social workers, 1 physician assistant, 1 lead medical support assistant and 5 advanced medical support assistants) and provides administrative, technical and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts. Performs the administrative and personnel management function relative to staff supervised. Incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent is able to resolve informal complaints and grievances. Develops work improvement plans and recommends personnel actions as necessary. He/she provides advice, counsel and mentoring workers related to clinical and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. Clinical Responsibilities (20% of the time): The incumbent provides clinical care management when appropriate directly to an assigned cohort of patients. Provides a full range of services to typical and atypical cases in areas of patient treatment assignment, consistent with type of hospital appointment, with evidence of acceptable work quality by satisfactory supervisory of peer case review ratings and not more than one documented justified complaint/ observation of errors in professional procedure/judgments during the rating period. A full range refers to bio-psychosocial assessments, counseling/psychotherapy, team participation, chart documentation, and specialized techniques appropriate to specific treatment assignment area. Maintains productivity standards as indicated by maintaining casework loads in compliance with established service policies and response to requests for patient treatment services in a timely manner. Timely refers to initiation of services within one workday after receiving consult request and completion of services within the required time-frames. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. Exception. VHA may waive the licensure requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure. This exception only applies up to the full performance level. For grade levels at or above the full performance level, the candidate must be licensed. The appointing official may waive the requirement of licensure for a period not to exceed 3 years for a LPMHC that provides care under the clinical supervision of a licensed LPMHC who is at or above the full performance level. This exception only applies at the entry level (GS-9). For grade levels at or above the full performance level, the candidate must be licensed. The Human Resources Office will provide the unlicensed LPMHC in writing the requirement to obtain licensure, the date by which the license must be acquired, and the consequences for not becoming licensed by the deadline. The written notice must be provided prior to the entrance on duty date. Physical Requirements: See VA Directive and Handbook 5019. Grade Determinations: Licensed Professional Mental Health Counselor (Program Manager), GS-13 Experience, Education and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities: In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below: 1. Ability to make judgments and decisions associated with program management. 2. Ability to monitor program outcomes using data driven quality assurance process. 3. Ability to develop productivity standards appropriate to each service provided. 4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
