Duties
The primary purpose of this position is: To serve as the Senior Joint Planning and Engagement Advisor and representative for the Service, Joint, and Partner Integration Division, Advanced Battle Management System Cross Functional Team (ABMS CFT).
Provides technical and operational expertise in policy oversight, strategic and integration planning along with projects and programs for the Department of Air Force (DAF) Advanced Battle Management System Cross Functional Team (ABMS CFT). As the Subject Matter Expert (SME), the position is responsible for briefing and advising AF/A57DJ Director and Division Chief on issues at the strategic and integrated level that impact DAF ABMS CFT Command and Control (C2) modernization efforts
Leads, plans, organizes, and oversees cross-organizational teams that support the execution of Joint Staff Combined Joint All-Domain Command and Control initiatives
Team with SAF Acquisition integrating program office (PEO), Command Control Communications Battle Management (C3BM), DAF Rapid Capabilities Office (RCO), Federally Funded Research and Development Corporations, Operations Experts, Academia, and Industry

Qualifications
Must have a Top Secret clearance with Sensitive Compartmented Information (SCI) access.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position, Miscellaneous Administration And Program series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of CJADC2-related Joint Staff Capability Development and Requirement functions, operations, policies, procedures, practices, and the concepts, theories, and practices of the specialist work performed in subordinate organizations; knowledge of model-based systems engineering approach to functionally decomposing C2 and DAF Battle Lab practices and using this knowledge to articulate the implications to CJADC2 mission partners to align multi-national capability development; knowledge of and skill in evaluating state-of-the-art advancements in theory, application, technology, and policy affecting systems being developed and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of CJADC2-related Joint Staff Capability Development and Requirement functions, operations, policies, procedures, practices, and the concepts, theories, and practices of the specialist work performed in subordinate organizations

Ability to plan, direct, and execute complex multi-faceted projects. Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation
Plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors
Ability to provide written and oral communication and maintain good working relationships to gain support for program goals
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
