Joining the Secret Service, Security Management Division will allow you to serve as a Branch Chief and subject matter expert responsible for developing, promulgating, coordinating, implementing, and overseeing a variety of activities associated with the agency's Defensive Counterintelligence Program (CIP).This Supervisory Intelligence Operations Specialist (Counterintelligence) position starts at a salary of $139,395.00 (GS-14 step 1), with promotion potential to $181,216.00 (GS-14 step 10).

Duties

The selectee will serve as a Supervisory Intelligence Operations Specialist (Counterintelligence) in the Security Management Division. Typical work assignments include: Supervise and direct the work of intelligence operations specialist and security specialist personnel. Manage the Secret Service Operation Security (OPSEC) Program, which encompasses the training and education of all Secret Service personnel on proper OPSEC procedures. Oversee Secret Service Foreign Access Management (FAM) program to include the vetting of foreign visitors to Secret Service facilities, tracking of employee contact with foreign nationals, employee foreign travel, and employee reporting requirements related to counterintelligence concerns or other suspicious activities. Provide expert advice and guidance to stakeholders in resolving difficult and unique defensive counterintelligence (CI), Foreign Access Management (FAM), and Secret Service Operation Security (OPSEC) problems/issues. Provide defensive counterintelligence (CI) awareness training with the goal of mitigating attempts by adversaries eliciting information from Secret Service employees.

Minimum Qualifications: You qualify for the GS-14 level (starting salary $139,395.00) if you possess one year of specialized experience comparable in scope and responsibility to the GS-13 level performing the following duties: Leading or directing the work of counterintelligence (CI) operations specialist and/ or security specialist personnel; Analyzing potential threats and vulnerabilities and recommending appropriate mitigation countermeasures in support of counterintelligence operations; Conducting counterintelligence assessments to protect against foreign intelligence entities (FIE) activities; and Formulating and presenting reports that document processes, outcomes and findings. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
