This position is located at the John J. Pershing VA Medical Center, in Poplar Bluff, MO, within the Community Care Service Line.
The purpose of the position is to assess the productivity, effectiveness and efficiency of the medical facility health care program activities and operations in support of Care in the Community.
Duties

Major Duties:
Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters.
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division.
Designs and implements policies, and procedures to manage administrative and personnel related functions.
Reviews and evaluates guidance on various functions and procedures,
Identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency, eliminate problems and conform to policy requirements.
Takes a leadership role in maintaining all current documents necessary to meet the requirements of external reviews for the VA.
Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives.
Serves on various committees and process improvement groups.
Acts as a liaison between the clinical services and Community Care Services.
Performs the full range of personnel administration for the Service with varied functions and activities.
Acts as the liaison with the human resources office concerning personnel-related matters.
Provides advice and assistance to managers and staff concerning agency personnel processes and procedures.
Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures, and position management for the service.
Administers and oversees all aspects of personnel management within the service.
Participates in the planning for budgeting needs and financial management for Community Care.
Assists with budget formulation, justification, and execution; financial management; and financial reporting.
Work Schedule: Monday - Friday - 8:00AM - 4:30PM

Qualifications
EXPERIENCE: Possess one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level. Specialized experience may include experience as Oversee and facilitate the administrative management for community care services, reviews financial reports and resolves discrepancies with the appropriate accounting office; prepares and submits requests for personnel actions, which include recruitment, promotion, reassignment, disciplinary actions, assist with budget formation, justification and execution, financial management and financial reporting, directs and monitors the execution of funds.

EDUCATION: Possess a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. if related. (Transcripts Required)

COMBINATION OF EDUCATION AND EXPERIENCE: Possess an equivalent combination of specialized experience and graduate education as described above that demonstrates the ability to perform the duties of this position. (Transcripts Required)
